Una propuesta estratégica para potenciar y modernizar el Departamento de Asuntos Internacionales de la Dirección de Inteligencia y Seguridad Nacional en el marco del contexto internacional

Abstract

La investigación presentada en las siguientes páginas, realizada bajo la modalidad de Proyecto de Graduación para optar por el título de Licenciatura en Relaciones Internacionales con énfasis en Administración y Gerencia de la Cooperación Internacional, es desarrollada con la finalidad de ofrecer una alternativa que permita fortalecer las funciones realizadas en el Departamento de Asuntos Internacionales de la Dirección de Inteligencia y Seguridad Nacional (DIS)1, mediante el planteamiento de una propuesta específica que solvente las problemáticas de dicho departamento. Y como complemento se utilizaran insumos de otras experiencias institucionales que fueron seleccionadas para respaldar la mencionada propuesta. En cuanto a los aspectos metodológicos, es importante tener en cuenta de manera inicial que esta investigación estuvo orientada siguiendo una meta general y cuatro metas específicas, las cuales fungieron como pilares para guiar su desarrollo, orientando a no desviar criterios hacia otros aspectos ajenos a los delimitados en las metas. Estas se enfocaron en detectar hechos y situaciones que de alguna manera han limitado la explotación del Departamento de Asuntos Internacionales de la DIS y con ello, tomando como base lo investigado, presentar una alternativa adicional para maximizar las funciones de dicha oficina ante un entorno internacional cambiante. Así también, para una mayor comprensión, es relevante indicar que el presente Proyecto Final de Graduación plantea una interrogante científica, la cual literalmente expresa “¿Cuáles han sido los problemas y las necesidades que ha enfrentado el Departamento de Asuntos Internacionales de la DIS para no poder desarrollar de manera idónea y eficiente la gestión y ejecución de la Cooperación Internacional desde su creación?..

The research presented in the following pages, carried out under the modality of Graduation Project for the degree of Bachelor in International Relations with emphasis in Administration and Management of International Cooperation, is developed with the purpose of offering an alternative to strengthen the functions carried out in the Department of International Affairs of the Directorate of Intelligence and National Security (DIS)1, by means of a specific proposal that solves the problems of this department. As a complement, inputs from other institutional experiences that were selected to support the aforementioned proposal will be used. Regarding methodological aspects, it is important to note that this research was oriented following a general goal and four specific goals, which served as pillars to guide its development, so as not to divert criteria to other aspects other than those delimited in the goals. These were focused on detecting facts and situations that in some way have limited the operation of the International Affairs Department of the DIS and thus, based on the research, present an additional alternative to maximize the functions of this office in a changing international environment. Also, for a better understanding, it is relevant to indicate that this Final Graduation Project raises a scientific question, which literally expresses "What have been the problems and needs faced by the Department of International Affairs of the DIS for not being able to develop in a suitable and efficient way the management and execution of International Cooperation since its creation...?
