Interpretación del régimen de Zona Franca Solarium con respecto a los sectores nacionales como aporte al desarrollo regional e inversión en Guanacaste para un periodo 2019–2020

Resumen
Analiza el régimen de zona franca para el fortalecimiento de la inversión de sectores nacionales
ubicados dentro del territorio especial para impulsar el desarrollo local desde la experiencia de la
Zona Franca Solarium para el periodo 2019 – 2020. En esta investigación se emplea un enfoque cualitativo con un paradigma fue el constructivismo debido a que permite construir de forma subjetiva la interpretación de los resultado. El tipo de muestra empleado fue por conveniencia, siguiendo con la línea el método usado fue el inductivo, se manejó para la realización del trabajo de campo la observación directa y la entrevista semi estructurada las cual el instrumento generado se aplicó a la Municipalidad de
Liberia y Gabriela Mata encargada de la zona franca Solarium, y a Renan Zamora encargado de la
comisión de atracción de inversión.
En los cambios recientes que ha sufrido la Región Chorotega en su transformación económica
pasó por varios escenarios, desde el 2007 con la apertura de la zona franca Solarium en Liberia,
dinamizó su crecimiento posicionándose como una región segura para invertir, con la reforma
ocurrida en la Ley de Zona Franca 7210 producto del multilateralismo y los compromisos pactados
con la Organización Mundial del Comercio se define una estrategia para fomentar el desarrollo en
zonas vulnerables que potencian la región. Actualmente con la llegada de Coca Cola Company la
primera empresa ancla, se ha logrado que el régimen en la provincia cautive a más empresas de
gran envergadura, por ello es necesario no solo conocer las evoluciones que ha tenido la región,
sino de reconocer el desarrollo y crecimiento local en los diferentes sectores productivos y la
inversión que generan la gran magnitud que tiene Guanacaste para aportar en recursos y materia
prima a las empresas que se ubiquen dentro de este régimen especial.
Analyzes the free zone regime to strengthen the investment of national sectors located within the special territory to promote local development from the experience of the Solarium Free Zone for the period 2019 - 2020. In this research, a qualitative approach is used with a paradigm that was constructivism because it allows subjectively constructing the interpretation of the results. The type of sample used was for convenience, following the line the method used was inductive, direct observation and semi-structured interview were managed to carry out the field work, which the generated instrument was applied to the Municipality of Liberia and Gabriela Mata in charge of the Solarium free zone, and Renan Zamora in charge of the investment attraction commission. In the recent changes that the Chorotega Region has undergone in its economic transformation went through several scenarios, from 2007 with the opening of the Solarium free zone in Liberia, boosted its growth by positioning itself as a safe region to invest in, with the reform occurred in the Free Zone Law 7210 as a result of multilateralism and the agreed commitments with the World Trade Organization defines a strategy to promote development in vulnerable areas that enhance the region. Currently with the arrival of Coca Cola Company the first anchor company, it has been possible for the regime in the province to captivate more companies of large scale, for this reason it is necessary not only to know the evolutions that the region has had, but to recognize the development and local growth in the different productive sectors and the investment generated by the great magnitude that Guanacaste has to contribute in resources and material premium to companies that are located within this special regime.
