Alcances y limitaciones del Decreto N° 37026, en la implementación de una ventanilla única, para el inicio y renovación de empresas, en la Municipalidad de Pérez Zeledón para el año 2013

Resumen
Hoy en día se conoce que el entorno empresarial para las MIPYMES en América Latina y el resto del mundo, presenta grandes obstáculos a nivel administrativo y de gestión de trámites, los cuales, en su mayoría, frenan el establecimiento y desarrollo de los negocios. La complejidad en la tramitología desalienta a los emprendedores, lo que incentiva la informalidad de operación de las MIPYMES al margen de la ley, llevándolas inclusive a procesos de cierre prematuro por el incumplimiento de las normas legales y tributarias.
Es por esta razón que se decidió investigar la implementación del Decreto N° 37026, en la Municipalidad de Pérez Zeledón, esto con el fin de determinar cuál fue el proceso de diseño e implementación de una ventanilla única en la Municipalidad de Pérez Zeledón, en octubre del año 2012. Esto con el fin de que le permita dar a conocer a la población cómo se lleva a cabo un proyecto de esta magnitud, todo el proceso que debe tramitarse para ser puesto en marcha y con el fin de que muchas otras instituciones a nivel del país lo puedan poner en práctica.
Este proyecto se pone en marcha con el fin de simplificar los trámites y tiempos de espera para los usuarios que desean iniciar o renovar su empresa en el cantón y que por encontrarse en un estado informal no pueden gozar de los beneficios que poseen por parte del gobierno, para hacer crecer su negocio.
Es importante resaltar que las MIPYMES son una de las mayores fuentes de empleo del país y también de negocios, sin embargo, en muchas ocasiones, los nuevos emprendedores desisten de fundar sus compañías porque no saben cómo hacerlo, o creen que el proceso para formalizar es tedioso, costoso y largo.
Es por esta razón que se evaluó cuáles fueron los resultados alcanzados en la implementación de una ventanilla única para el inicio y renovación de empresas en la Municipalidad de Pérez Zeledón, con el fin de conocer si realmente la puesta en marcha de dicho proyecto funcionó y cumplió con los objetivos propuestos, esto para dar a conocer cómo se puede promover el crecimiento y desarrollo de las MIPYMES. Y como tercer punto se determinó cuál es la percepción de los usuarios del servicio, con respecto al cambio con la implementación del proyecto. Esto permitió conocer cómo está funcionando la implementación del proyecto desde la perspectiva del usuario y a su vez analizar cuáles son algunas de las recomendaciones que estos dan a las instituciones para realizar un proceso más eficiente y eficaz.
Today it is known that the business environment for MSMEs in Latin America and the rest of the world presents great obstacles at the administrative level and in the management of procedures, which, for the most part, slow down the establishment and development of businesses. The complexity of the procedures discourages entrepreneurs, which encourages the informal operation of MSMEs outside the law, even leading to premature closure processes for non-compliance with legal and tax regulations. For this reason it was decided to investigate the implementation of Decree No. 37026, in the Municipality of Perez Zeledon, in order to determine the process of design and implementation of a single window in the Municipality of Perez Zeledon, in October 2012. This in order to let the population know how to carry out a project of this magnitude, the whole process that must be processed to be implemented and in order that many other institutions at the country can put it into practice. This project is launched in order to simplify the procedures and waiting times for users who want to start or renew their business in the canton and that because they are in an informal state can not enjoy the benefits they have by the government, to grow their business. It is important to highlight that MSMEs are one of the largest sources of employment in the country and also of business, however, on many occasions, new entrepreneurs give up on founding their companies because they do not know how to do so, or they believe that the process to formalize is tedious, costly and long. It is for this reason that we evaluated the results achieved in the implementation of a one-stop shop for the startup and renewal of businesses in the Municipality of Perez Zeledon, in order to know if the implementation of this project really worked and fulfilled the proposed objectives, this to show how to promote the growth and development of MSMEs. The third point was to determine the perception of the users of the service, with respect to the change with the implementation of the project. This allowed us to learn how the implementation of the project is working from the user's perspective and to analyze what some of the recommendations are that the users give to the institutions to make a more efficient and effective process.
