Resumen
Para la mayoría de centroamericanos esta zona sigue siendo el conjunto
de los cinco países que, en la época colonial. fueron parte de la Audiencia
de Guatemala. Es un concepto político, cultural e histórico, que resulta real
en la visión de la misma dirigencia política de los países y que se expresa
en muchos ámbitos de la vida ciudadana, noticiosa, comercial y política de
todos los países, incluyendo a los países que se incorporaron al Sistema de la
Integración Centroamericana (SICA), en el año 1991.
Lo anterior demuestra que Centroamérica no existe política y jurídicamente
en la mente de los pobladores del istmo. Rodolfo Pastor, en su obra Historia
de Centroamérica, en relación con la historia de la región, dice que es la
conciencia de una nación dividida, recuerdo del pasado como experiencia
compartida, no siempre clara, llena de enigmas, vacíos y pasajes ambiguos;
la huella de un proceso social particular, impulsado por hombres, movidos
a su vez por ideas, pasiones y necesidades; pasiones nacidas de traumas y
heredadas de generación en generación.
En sí, se duda de que los centroamericanos tengamos historia del todo.
quizá por ello los esfuerzos de integrar la región, tal como se concibe en el
Protocolo de Tegucigalpa, ha sido difícil. lenta e intermitente. Por ello desde
la academia y otros sectores se han venido haciendo esfuerzos por indagar
y mostrar nuestra historia, por construir la identidad centroamericana y
demostrar que la integración como modelo de desarrollo conviene a todos
los centroamericanos y para ello, es necesaria la participación de todos. Este esfuerzo por ofrecer a la comunidad universitaria y a la población
centroamericana, un texto sobre la integración regional, pretende abordar y
comprender con mayor aproximación la evolución que ha tenido el proceso de
integración y el grado de participación que han tenido los diferentes sectores
sociales en el mismo. Es un trabajo que integra los aportes de expertos en las
distintas temáticas relacionadas con el proceso integracionista regional desde
una óptica histórica, económica, social, jurídica y geopolítica, que permite a
manera de conclusión aproximarse a visualizar las perspectivas futuras de la
integración centroamericana.
La elaboración de este importante texto, fue posible gracias al apoyo político
de la Secretaría General del SICA y al apoyo financiero del Segundo Programa
de Apoyo a la Integración Centroamericana (PAIRCA ll) de la Unión Europea, a
quienes dejamos constancia de nuestro reconocimiento y valoración.
Finalmente es importante señalar que impulsar el proceso de integración como
una alternativa de modelo de desarrollo para la población centroamericana,
es un anhelo de las universidades públicas del istmo. 'El centroamericanismo.
como actitud y anhelo de los pueblos del istmo para el desarrollo pleno de
sus culturas, instituciones sociales y realización humana, se convierte en un
principio rector e irrenunciable de las universidades centroamericanas y le da
su identidad a la Confederación". Este uno de los principios que fundamentan el accionar de la Confederación Universitaria Centroamericana, cuyos
diferentes actores y sectores son los principales responsables de ejecutar los
cambios y las acciones, que permitan una institucionalidad comprometida y
renovada, de cara a los desafíos de construir la patria centroamericana.

In itself, it is doubted that Central Americans have a history at all. perhaps for this reason the efforts to integrate the region, as conceived in the Tegucigalpa Protocol has been difficult. slow and intermittent. Therefore from the academy and other sectors have been making efforts to investigate and show our history, to build the Central American identity and demonstrate that integration as a development model suits everyone Central Americans and for this, everyone's participation is necessary.This effort to offer the university community and the population Central America, a text on regional integration, aims to address and understand more closely the evolution that the process of integration and the degree of participation that different sectors have had social in it. It is a work that integrates the contributions of experts in the different topics related to the regional integration process from a historical, economic, social, legal and geopolitical perspective, which allows way of conclusion approach to visualize the future perspectives of the Central American integration. The elaboration of this important text was possible thanks to the political support of the General Secretariat of SICA and the financial support of the Second Program of Support for Central American Integration (PAIRCA ll) of the European Union, who we record our recognition and appreciation. Finally, it is important to point out that promoting the integration process as an alternative development model for the Central American population, It is a wish of the public universities of the isthmus. 'Central Americanism. as an attitude and desire of the peoples of the isthmus for the full development of their cultures, social institutions and human fulfillment, becomes a guiding and inalienable principle of Central American universities and gives its identity to the Confederation. "This is one of the principles underlying the actions of the Central American University Confederation, whose different actors and sectors are mainly responsible for executing the changes and actions that allow a committed institutional framework and renewed, facing the challenges of building the Central American homeland.
