Resumen
El artículo presenta como objetivo analizar la capacidad en cuanto a la gestión institucional en la implementación de los POMCA, en el contexto de sostenibilidad y ordenación territorial en la costa caribe colombiana en el período 2012-2015. Se indica que en el caribe de Colombia existen entes territoriales representativos e importantes en materia de cuerpos de agua que en la actualidad se encuentran en un estado lamentable. El estudio centra sus esfuerzos sobre la medición de la capacidad institucional del Estado en cuanto a su grado de gestión, máxime de los organismos ambientales y de planeación del orden regional y local. Se utilizó una metodología de tipo exploratoria con enfoque descriptivo, con base en el método cualitativo. Las técnicas de recolección de información fueron la observación, entrevistas, cuestionarios y revisión documental. Se concluye que la gestión administrativa es poco asertiva, se muestra ineficiente e incapaz para atender los POMCA. Se establece la falta de capacidad institucional del Estado y poca contribución de la comunidad, al no exigir el cuidado de los cuerpos de agua que la circundan, pues pasan desapercibida las repercusiones que tienen sus acciones en la sostenibilidad de los humedales, tanto en materia económica y cultural como ambiental.
This article aims to analyze capacity as institutional management in the implementation of POMCA, in the context of sustainability and territorial organization in the Colombian Caribbean coast during 2012-2015. It is pointed out that, in the Colombia’s Caribbean coast, there are representative and important territorial entities related to bodies of water that are presently in poor conditions. The study focuses on the measurement of the institutional capacity of the State concerning its management degree, especially its environmental organisms and local and regional planning. An exploratory and qualitative methodology with descriptive approach was implemented. The collection techniques of information used were observation, interviews, questionnaires, and bibliographic review. It was concluded that the administrative management is not assertive enough; it is inefficient and unable to address the POMCA. There is a lack of institutional capacity of the State and less contribution of the community for not taking care of the surrounding bodies of water, since the repercussions of the State’s actions on the sustainability of wetlands go unnoticed, in the economic field as well as in the cultural and environmental levels.
