Orientaciones para la mejora en la calidad a favor de la aplicación de consideraciones bioéticas en el Comité Científico del Hospital México (2018-2019), según pautas y orientación operativa de la Organización Mundial de la Salud (2012)

Resumen
La presente investigación conduce a orientaciones de gestión dirigidas al Comité Ético
Científico del Hospital México (CECHM) de la Caja Costarricense de Seguro Social
(CCSS). Para desarrollar el trabajo se utilizó como principal referencia el instrumento
propuesto por la Organización Mundial de la Salud (OMS, 2012) para mejorar la calidad
de los comités éticos científicos (CEC en adelante) de Latinoamérica: Pautas y
orientación operativa para la revisión ética de la investigación en salud con seres
humanos. La finalidad es identificar las dificultades en el desempeño en profundidad, para
proponer disposiciones en beneficio de la gestión. Las relaciones entre los procesos
estratégicos, operativos y de soporte del CECHM muestran cuáles mejoras pueden
llevarse a cabo para alcanzar la calidad de manera integral.
En este proyecto se hizo una revisión de las políticas y procedimientos que regulan al
CECHM, las capacitaciones recibidas por las personas integrantes y los recursos
disponibles para el desempeño. Asimismo, se entrevistó a miembros y a la presidenta del
CECHM, así como a integrantes del Centro de Desarrollo Estratégico e Información en
Salud y Seguridad Social (Cendeisss), además, se presenciaron tres sesiones de trabajo del
CECHM. A partir de lo anterior, se concluyó que las mejoras constituyen un cambio de
enfoque para la garantía de calidad del CECHM, donde la investigación y la salud sean
vistas como actividades inseparables que deben operar bajo una misma ética de justicia
en la distribución de los recursos y el respeto por la dignidad humana.
This research leads to management guidelines addressed to the Ethics Committee Scientist at the Hospital México (CECHM) of the Costa Rican Social Security Fund (CCSS). To develop the work, the instrument was used as the main reference proposed by the World Health Organization (WHO, 2012) to improve quality of the Scientific Ethics Committees (hereinafter CEC) of Latin America: Guidelines and Operational Guidance for the Ethical Review of Health Research The purpose is to identify performance difficulties in depth, in order to propose provisions for the benefit of management. The relationships between the processes strategic, operational, and support of the CECHM show what improvements can be made to to achieve quality in a comprehensive manner. In this project, a review was made of the policies and procedures that regulate the CECHM, the training received by the members and the resources available for performance. Members and the president of the CECHM, as well as members of the Center for Strategic Development and Information in Health and Social Security (Cendeisss), In addition, three working sessions of the CECHM. From the above, it was concluded that the improvements constitute a change of CECHM's approach to quality assurance, where research and health are seen as inseparable activities that must operate under the same ethic of justice in the distribution of resources and respect for human dignity.
