Resumen
Más de medio siglo de existencia de la Organización de las Naciones Unidas obliga a emprender una profunda reflexión sobre el papel que cumple la injerencia humanitaria en su tarea primordial: el mantenimiento de la paz y la seguridad internacionales.
Por lo tanto, el interés de esta investigación es profundizar en este tema que también está ligado a la promoción de los derechos humanos, las operaciones de mantenimiento de la paz y la seguridad internacionales, a la comprensión de una nueva dimensión de la soberanía estatal y a una concepción distinta de la relación entre el crecimiento económico mundial y el estado del desarrollo humano a nivel global, como consecuencia de un sistema mundial en profunda transformación que trata, en medio de tensiones y conflictos, de buscar nuevos conceptos, nuevas ideas, nuevos modelos, nuevos esquemas de cooperación, nuevas normas jurídicas y ante todo políticas, que hagan frente a estas realidades.
La presente investigación responde, en términos generales, al interés de analizar hasta qué punto la injerencia humanitaria ha constituido un ensanchamiento de los campos de acción tradicionales de la ONU, y qué implicaciones tiene este hecho, así como cuáles son las pautas y tendencias de la organización que resultan de esta ampliación de parámetro.
Este estudio está enmarcado dentro de la teoría de las Relaciones Internacionales, con especial referencia a los aspectos jurídicos y políticos, pero también considera los socio-económicos ligados al desarrollo sostenible y a la seguridad humana. Se pretenden analizar las implicaciones que tiene la injerencia humanitaria en el accionar de la ONU en el período que abarca de 1991 hasta 1995, y las perspectivas que se desprenden de ello para el futuro de la organización. Este estudio se limitará al ámbito de las Naciones Unidas, debido a que es el espacio más significativo por la índole y el alcance de su influencia en las relaciones internacionales en general y por su capacidad eventual de promover cambios en la dinámica mundial.
More than half a century of existence of the United Nations Organization makes it necessary to undertake a profound reflection on the role of humanitarian interference in its primary task: the maintenance of international peace and security. Therefore, the interest of this research is to delve deeper into this topic, which is also linked to the promotion of human rights, peacekeeping operations and international security, to the understanding of a new dimension of state sovereignty and to a different conception of the relationship between world economic growth and the state of human development at the global level, as a consequence of a world system in profound transformation that tries, in the midst of tensions and conflicts, to seek new concepts, new ideas, new models, new cooperation schemes, new legal norms and above all policies, to face these realities. The present research responds, in general terms, to the interest of analyzing to what extent humanitarian interference has constituted a widening of the UN's traditional fields of action, and what are the implications of this fact, as well as what are the patterns and trends of the organization that result from this widening of parameters. This study is framed within the theory of International Relations, with special reference to legal and political aspects, but also considers the socio-economic aspects linked to sustainable development and human security. The aim is to analyze the implications of humanitarian interference in the actions of the UN in the period from 1991 to 1995, and the resulting perspectives for the future of the organization. This study will be limited to the scope of the United Nations, since it is the most significant area in terms of the nature and scope of its influence on international relations in general and its eventual capacity to promote changes in world dynamics.
