Resumen
El desarrollo se relaciona con la mejora del bienestar y la equidad
de la población, incluye los derechos y la dignidad de las personas en un
territorio específico; esto mediante la convergencia de políticas públicas
particulares que conlleven a esfuerzos públicos, privados y local-comunitarios,
que deberían coadyuvar con el liderazgo del sector público, una
institucionalidad que potencialice y fortalezca las diversas dimensiones
de la ruta hacia el desarrollo, en lo económico, lo social y lo ambiental.
El análisis tiene por objetivo determinar los desafíos y potencialidades
del territorio costero de la Región Pacífico Central de Costa Rica;
y presentar propuestas para superar los desafíos de la política pública
desde un enfoque institucionalista, que facilite condiciones de equidad
entre el centro y la periferia costera, que posibilite la reducción de los
costes de transacción generados en toda relación económica, mejorando
la confianza de los agentes económicos y facilitando su proceso de
intercambio y creación de redes empresariales. El propósito reside en
mejorar las condiciones para la equidad entre los territorios y sus habitantes
y, por ende, la ruta hacia el desarrollo.
Development is related to the improvement of well-being and equity of the population, includes the rights and dignity of people in a specific territory; this through the convergence of public policies individuals that lead to public, private and local-community efforts, that should contribute to the leadership of the public sector, a institutionality that potentiates and strengthens the various dimensions of the path to development, economically, socially and environmentally. The analysis aims to determine the challenges and potentialities of the coastal territory of the Central Pacific Region of Costa Rica; and present proposals to overcome the challenges of public policy from an institutionalist approach, which facilitates equitable conditions between the center and the coastal periphery, which makes it possible to reduce transaction costs generated in any economic relationship, improving confidence of economic agents and facilitating their process of exchange and creation of business networks. The purpose lies in improve the conditions for equity between the territories and their inhabitants and thus the path to development.
