This article aims to describe the basis of human rights from an axiological and ethical perspective, in order to find a justification in praxis that serves to demand human rights from a holistic perspective. If these rights are not accompanied by public policies based on responsibility in its different dimensions: responsibility towards others or common responsibility, responsibility of the State in its actions, individual responsibility, among others, it is impossible to achieve material conditions of well-being for society as the ultimate goal. In this search for responsibility lies the main intention of any ethical or value-based foundation of human rights.
