Resumen
Presenta una propuesta de lineamientos amparados en la filosofía del acceso abierto para la regularización y normalización de la distribución de las publicaciones realizadas en la Universidad Nacional, Costa Rica (UNA) y se centra en el diagnóstico de la la situación actual en cuanto al acceso abierto que tienen las y los académicos de la UNA y la distribución de sus artículos resultado de las investigaciones financiadas con fondos públicos. Para ello se contemplan las normativas institucionales vigentes, se determina el financiamiento de los artículos publicados y se identifica las motivaciones y las editoriales donde las personas académicas deciden publicar sus hallazgos de investigación. Se realizó con una metodología de enfoque mixto, también, se definen una serie de variables y categorías de análisis. Los resultados muestran que las cinco políticas institucionales analizadas responden al marco jurídico que regula la investigación, pero al mismo tiempo son limitadas para hacerle frente al contexto actual. Identifica tres de las política con poca claridad, en cuanto a qué entiende la UNA por calidad o prestigio, se abordan de manera anfibológica algunos de los principios del acceso abierto. Como parte del proceso de democratización de la información, se recomienda que quede explícito en las diferentes normativas. Con respecto a los fondos para el financiamiento se encontró que los criterios para optar por un apoyo para traducción o publicación son poco conocidos por parte de las personas académicas de la UNA. Se recomienda establecer un marco jurídico que regule la práctica de publicación de trabajos en artículo de revista que deriven de Programas, Proyectos y Actividades.
It presents a proposal for guidelines based on the philosophy of open access for the regularization and standardization of the distribution of publications produced at the National University of Costa Rica (UNA) and focuses on the diagnosis of the current situation regarding open access by UNA academics and the distribution of their articles resulting from research financed with public funds. For this purpose, the current institutional regulations are considered, the financing of published articles is determined and the motivations and publishers where academics decide to publish their research findings are identified. A mixed approach methodology was used, and a series of variables and categories of analysis were defined. The results show that the five institutional policies analyzed respond to the legal framework that regulates research, but at the same time are limited to face the current context. Three of the policies are unclear as to what the UNA understands by quality or prestige, and some of the principles of open access are addressed in an ambiguous manner. As part of the process of democratization of information, it is recommended that this be made explicit in the different regulations. With respect to funding, it was found that the criteria to opt for support for translation or publication are little known by academics in the UNA. It is recommended that a legal framework be established to regulate the practice of publishing works in journal articles derived from Programs, Projects and Activities.
