Informe: Proyecto Regionalización UNA. Programa Promoviendo el Capital Social Comunitario. Consulta en territorios indígenas de la Zona Sur. I etapa.

Abstract

Desde hace 45 años, la Universidad Nacional, por medio de la Sede Región Brunca ha venido desarrollando acciones en la zona sur de Costa Rica. Estas acciones han estado orientadas a la educación superior, paralelamente ha desarrollado proyectos de extensión que buscan la integración con la población no universitaria, por mencionar algunos: el Colegio y la Escuela Científica (esta última ya desaparecida), la Escuela de Música Sinfónica de Pérez Zeledón, el Certamen Literario Brunca (Campus Pérez Zeledón), El Colegio Humanista (Campus Coto), además de espectáculos y grupos de proyección artística y deportiva, que se generan en la Sede Central de Heredia, así como en la Sede Región Brunca y que giran a diferentes puntos en todo el país. Como parte de este interés por “sacar” a la universidad de su edificio, a partir del 2013, el programa Promoviendo el Capital Social Comunitario (PPCSC), empezó a desarrollar acciones en comunidades rurales de la zona, con un alto nivel de éxito. Esto motivó a las autoridades encargadas, a buscar un acercamiento con los pobladores indígenas de la región, dentro del marco de autonomía, respeto y valorización, que tienen sus pobladores para tomar decisiones en lo que al accionar de agentes externos se refiere. Este documento presenta la información general sobre esta primera fase del proceso; selección de las comunidades, convocatoria, metodología implementada e información recopilada. Además, se hacen algunas sugerencias sobre cuáles serían los pasos a seguir con relación a una segunda etapa y que acciones se pueden realizar a corto plazo para atender algunas de las necesidades de estas poblaciones.

For 45 years, the National University, through the Brunca Region Headquarters, has been developing actions in the southern area of Costa Rica. These actions have been oriented to higher education, and at the same time it has developed extension projects that seek integration with the non-university population, to mention a few: The College and the Scientific School (the latter is now defunct), the School of Symphonic Music of Pérez Zeledón, the Brunca Literary Contest (Pérez Zeledón Campus), the Humanist College (Coto Campus), in addition to shows and groups of artistic and sports projection, which are generated in the Heredia Headquarters, as well as in the Brunca Region Headquarters and that tour to different points throughout the country. As part of this interest in "taking" the university out of its building, starting in 2013, the Promoting Community Social Capital (PPCSC) program began to develop actions in rural communities in the area, with a high level of success. This motivated the authorities in charge, to seek a rapprochement with the indigenous inhabitants of the region, within the framework of autonomy, respect and valuation, that its inhabitants have to make decisions regarding the actions of external agents. This document presents general information on this first phase of the process; selection of communities, call for proposals, methodology implemented and information gathered. In addition, some suggestions are made as to what steps should be taken in relation to a second stage and what actions can be taken in the short term to address some of the needs of these populations.
