Políticas agropecuarias, estrategias de desarrollo rural, seguridad alimentaria, pobreza rural y servicios de extensión agrícola: jornada de reflexión y debate

Resumen
El presente documento, preparado como seguimiento a esa actividad, está divido en cinco secciones: en la primera, “El Contexto de la Ruralidad Costarricense” Hernán González (PDR) hace una síntesis de la situación del medio rural nacional y sus asuntos críticos; en la segunda, “Políticas Agropecuarias, Estrategias de Desarrollo Rural y Servicios de Extensión”, se presentan los aportes de los conferencistas Rafael Echeverri Perico (IICA) y Jorge Mora Alfaro, quienes enfatizan en el enfoque de desarrollo rural territorial como elemento para orientar políticas e iniciativas de apoyo a ese sector, complementados con el documento de Sergio Sepúlveda y Adrián Rodríguez (IICA) “Políticas para la prosperidad rural”; en la tercera sección, “Seguridad alimentaria y Pobreza Rural”, se incluyen las intervenciones de Allan Bojanic (FAO) y Ezequiel García (CORECA-CAC), que contextualizan el tema en las corrientes mundiales de desarrollo y caracterizan la situación centroamericana, esta intervenciones se complementan con el documento de Alejandro Schejtman “Seguridad e Inseguridad Alimentaria en Centroamérica”; en la cuarta sección, “Desarrollo Agropecuario y Desafíos de la Extensión Agrícola” se incorpora el aporte de Jairo Cano Gallegos sobre la función ampliada de la extensión en un contexto de desarrollo rural. En el apartado final, preparado por el Comité encargado de la elaboración del documento, se recoge las conclusiones más relevantes de la actividad, y complementariamente se agrega una serie de reflexiones aportadas por un grupo representativo de personas involucradas en el tema, mismas que fueron extraídas de un taller de trabajo realizado para esos efectos. Es la expectativa de los organizadores que este documento fortalezca la integración de las instancias relacionados con el desarrollo rural y agropecuario del país, y estimule futuras actividades de diálogo y análisis como medio para orientar adecuadamente sus iniciativas de cooperación.
This document, prepared as a follow-up to that activity, is divided into five sections: In the first, “The Context of Costa Rican Rurality,” Hernán González (PDR) summarizes the situation of the national rural milieu and its critical issues; The second, “Agricultural Policies, Rural Development Strategies and Extension Services,” presents the contributions of speakers Rafael Echeverri Perico (IICA) and Jorge Mora Alfaro, who emphasize the territorial rural development approach as an element for guiding policies and initiatives to support that sector, complemented by the document by Sergio Sepúlveda and Adrián Rodríguez (IICA), “Policies for Rural Prosperity; the third section, “Food Security and Rural Poverty,” includes presentations by Allan Bojanic (FAO) and Ezequiel García (CORECA-CAC), who contextualize the topic in the context of global development trends and describe the situation in Central America, complemented by Alejandro Schejtman's document “Food Security and Insecurity in Central America; The fourth section, “Agricultural Development and Agricultural Extension Challenges,” includes a contribution by Jairo Cano Gallegos on the expanded role of extension in a rural development context. The final section, prepared by the Committee in charge of preparing the document, contains the most relevant conclusions of the activity and, in addition, a series of reflections contributed by a representative group of people involved in the topic, which were extracted from a workshop held for this purpose.
