Resumen
Desde hace aproximadamente dos décadas los distintos países Latinoamericanos se encuentran impulsando la instalación de las evaluaciones ambientales, como uno de los instrumentos claves para la prevención de los posibles impactos ambientales derivados de las diversas actividades humanas (PNUD, 1997). En nuestro país las primeras evaluaciones de impacto ambiental se realizaron en la época de los noventa, fundamentalmente a raíz de las presiones de los grupos ambientales y de las comunidades adyacentes a la realización de los proyectos. En nuestro país el ente encargado de realizar dichas evaluaciones es la Secretaria Técnica Ambiental (SETENA), la cual debe realizar dichas evaluaciones en forma rápida, integral, documentada y además tomar en cuenta el estado de avance que requiere la aplicación de los procesos y sistemas de evaluaciones ambientales. El objetivo principal de la presente investigación es el de analizar los mecanismos que sigue la SETENA, para fiscalizar los proyectos de desarrollo ecoturístico, específicamente construcciones de hoteles.
