Análisis de la eficiencia distributiva del subsidio por nivel de consumo aplicado en la tarifa residencial del servicio de energía eléctrica en Costa Rica, durante el período 2019-2022

Abstract

Cabe destacar que, para implementar un subsidio focalizado, es necesario identificar una serie de características sobre los hogares que lo necesitan, y establecer mecanismos de control rigurosos para evitar beneficiar a los que no lo requieren, contribuyendo así a mejorar el bienestar de los hogares en condición de pobreza. Por lo tanto, para crear la propuesta de un subsidio focalizado se requiere conocer la estructura de mercado del servicio de suministro de energía eléctrica, su marco regulatorio, la eficiencia distributiva del subsidio vigente, los cuales permitirán crear un mecanismo para identificar las características de los hogares a beneficiar. El acceso al servicio de energía eléctrica tiene un papel primordial en el entorno económico nacional y en los esfuerzos que se realizan para reducir el nivel de pobreza, por eso, es importante que se realicen estudios más completos y rigurosos que analicen temáticas de interés colectivo. Para la investigación, se plantea la siguiente interrogante: ¿Cómo mejorar la eficiencia distributiva del subsidio aplicado en la tarifa residencial del servicio de suministro de energía eléctrica en Costa Rica para beneficiar a la población en condición de pobreza?

It should be noted that, in order to implement a targeted subsidy, it is necessary to identify a series of characteristics of the households that need it, and establish rigorous control mechanisms to avoid benefiting those that do not require it, thus contributing to improving the well-being of households in poverty condition. Therefore, to create the proposal for a targeted subsidy, it is necessary to know the market structure of the electric power supply service, its regulatory framework, the distributive efficiency of the current subsidy, which will allow the creation of a mechanism to identify the characteristics of the households to benefit. Access to electric power service plays a key role in the national economic environment and in the efforts made to reduce the level of poverty, therefore, it is important that more complete and rigorous studies be carried out that analyze issues of collective interest. For the investigation, the following question arises: How to improve the distributive efficiency of the subsidy applied in the residential rate of the electric power supply service in Costa Rica to benefit the population in poverty?
