La gestión de riesgo a desastres en Costa Rica: síntesis del III Congreso nacional de gestión de riesgo a desastres y adaptación al cambio climático

Resumen
Costa Rica es un país expuesto a una diversidad de condiciones naturales y sociales que favorecen el riesgo de desastres. Diversos actores realizan acciones para su prevención y mitigación, así como planificación territorial, investigación, socia lización, formación, y atención cuando se presentan situaciones de emergencia. Existe, además, una creciente conciencia de la necesidad de establecer acciones inter y multidisciplinarias de cara a una efectiva gestión de riesgo a desastres (GRD), y de la relevancia de la participación de la población y de las diversas instituciones públicas, en especial los gobiernos locales. 152 Esas acciones e iniciativas pretenden ser ar monizadas con los más recientes enfoques conceptuales y metodológicos, a través de instrumentos como la Política Nacional de Gestión del Riesgo 20162030, el Plan Na cional de Gestión del Riesgo 20162020, y la Estrategia Nacional de Cambio Climático; una tarea compleja pero necesaria, cuyos avances pueden valorarse en congresos nacionales. Los tres congresos nacionales que hasta el mo mento se han realizado desde 1988, han per mitido valorar esos avances y el rumbo que sigue el país sobre esas acciones; el tercero y más reciente de ellos no fue la excepción. Este artículo sintetiza los aspectos relevantes de dicho congreso, así como la diversidad de planteamientos que se hicieron; muchos de el los referidos a las condiciones que impone el cambio climático.
Costa Rica is a country exposed to a variety of natural and social conditions that contribute to disaster risk. Various actors carry out actions for prevention and mitigation, as well as territorial planning, research, socialization, training, and response when emergency situations arise. There is also a growing awareness of the need to establish interdisciplinary and multidisciplinary actions for effective disaster risk management (DRM), and of the importance of the participation of the population and various public institutions, especially local governments. 152 These actions and initiatives aim to be harmonized with the most recent conceptual and methodological approaches, through instruments such as the National Risk Management Policy 2016-2030, the National Risk Management Plan 2016-2020, and the National Climate Change Strategy; a complex but necessary task, whose progress can be assessed at national conferences. The three national congresses held since 1988 have provided an opportunity to assess these advances and the country's direction in these actions; the third and most recent was no exception. This article summarizes the relevant aspects of this congress, as well as the diverse range of proposals made, many of which relate to the conditions imposed by climate change.
