Gestión tecnológica y desarrollo sostenible: deficiencias del marco institucional y de las políticas en Costa Rica

Resumen
Al analizar la problemática del desarrollo, hay coincidencia de que el estilo de desarrollo que se viene aplicando en las últimas décadas en los países subdesarrollados, no lleva a la sostenibilidad, pues no logra la satisfacción de las necesidades de amplios sectores de la población que viven en situación de pobreza, y porque se viene generando un cada vez más evidente daño ambiental.
También podría afirmarse que hay algún consenso en la afirmación de que los países en desarrollo difícilmente lograrán el desarrollo sostenible sin un crecimiento sostenido de la actividad económica.
Sin embargo, no se puede afirmar que por sí mismo el crecimiento económico pueda llevar a la satisfacción de necesidades presentes y futuras y al mejoramiento de la calidad ambiental. Así, el crecimiento podría considerarse como un requisito necesario, pero nunca como un mecanismo suficiente para la sostenibilidad.
In analyzing the problems of development, there is agreement that the style of development that has been applied in recent decades in underdeveloped countries, does not lead to sustainability, because it fails to meet the needs of large sections of the population living in poverty, and because environmental damage is increasingly evident. It could also be argued that there is some consensus that developing countries will find it difficult to achieve sustainable development without sustained growth in economic activity. However, it cannot be said in itself that economic growth can lead to the satisfaction of present and future needs and the improvement of environmental quality. Thus, growth could be seen as a necessary requirement, but never as a sufficient mechanism for sustainability.
