Procesos de desarrollo local y la capacidad de coordinación y articulación institucional de los CCCI: El estudio de caso del cantón de Desamparados 2016-2022

Resumen
El presente documento consiste en un estudio de caso aplicado al Consejo Cantonal de Coordinación Institucional de la Municipalidad del cantón de Desamparados, como parte del trabajo final de graduación para optar por el grado de Licenciatura de la carrera de Planificación Económica y Social. En éste se abordó la temática de la coordinación y articulación interinstitucional y su influencia en el desarrollo local en dicho cantón. En primer lugar, se desarrolló la problemática vinculada con el tema de investigación, exponiendo cómo en los dos siglos resientes se fomentaron diversos elementos para el fortalecimiento de las competencias de los gobiernos locales, sin embargo, estos presentaron diferentes limitaciones debido a que no cuentan con capacidad para asumir nuevas funciones, de hecho, su debilidad persiste incluso en el cumplimiento de sus funciones más básicas, lo que se manifiesta en diferentes indicadores cantonales. Enfocado en la creación de los Consejos Cantonales de Coordinación Institucional (CCCI), y las competencias que les faculta la ley que los crea, mediante el estudio de caso del CCCI del cantón de Desamparados se analizó la capacidad de coordinación y articulación de acciones desde este espacio. Para esto se identificaron sus funciones, cómo desarrollan acciones coordinadas y articuladas interinstitucionalmente, los alcances y limitaciones que afronta en el proceso, y de qué forma participan actores locales en este órgano. Los resultados dieron luz sobre la importancia del liderazgo de la persona que encabeza el gobierno local, cómo la voluntad política y administrativa puede incidir, positiva y negativamente, en la participación de diversos actores, así como en el desarrollo de acciones conjuntas. Ante la necesidad de elaborar una propuesta de mejora, enfocada, principalmente, en la recomendación de una mayor incidencia y liderazgo de la alcaldía, así como la homogenización de procesos de coordinación y planificación, se presentan diferentes elementos basados en la planificación y gestión para resultados en el desarrollo establecidos por MIDEPLAN (2016).
This document consists of a case study applied to the Cantonal Council of Institutional Coordination of the Municipality of the canton of Desamparados, as part of the final graduation work to opt for the degree of Bachelor of Economic and Social Planning. It addressed the issue of inter-institutional coordination and articulation and its influence on local development in said canton. First, the problem related to the research topic was developed, exposing how in the last two centuries various elements were promoted to strengthen the competencies of local governments, however, these presented different limitations because they do not have the capacity to assume new functions, in fact, their weakness persists even in the fulfillment of their most basic functions, which is manifested in different cantonal indicators. Focusing on the creation of the Cantonal Councils for Institutional Coordination (CCCI) and the powers that are granted to them by the law that created them, through the case study of the CCCI of the canton of Desamparados, the capacity for coordination and articulation of actions from this space was analyzed. To do this, its functions were identified, how they develop coordinated and inter-institutionally articulated actions, the scope and limitations that it faces in the process, and how local actors participate in this body. The results shed light on the importance of the leadership of the person who heads the local government, how political and administrative will can positively and negatively influence the participation of various actors, as well as the development of joint actions. Given the need to develop a proposal for improvement, focused mainly on the recommendation of greater influence and leadership of the mayor's office, as well as the homogenization of coordination and planning processes, different elements based on planning and management for development results established by MIDEPLAN (2016) are presented.
