La asistencia humanitaria internacional en situaciones de emergencia en Costa Rica: sistematización de procesos y buenas prácticas

Resumen
El presente documento corresponde al Informe Final de una práctica dirigida para obtener el grado de licenciatura en Relaciones Internacionales con énfasis en Gestión de la Cooperación Internacional. Esta práctica fue realizada en la Unidad de Relaciones Internacionales y Cooperación de la Comisión Nacional de Prevención de Riesgos y Atención de Emergencias, entre septiembre de 2022 y agosto de 2023.
Esta práctica responde a la necesidad institucional identificada de contar con un documento compilatorio enfocado en los procedimientos aplicados para la gestión de la Asistencia Humanitaria Internacional en Costa Rica. Para la creación de este documento, primero se investigó detalladamente el proceso de gestión aplicado en el país. Seguidamente, se determinó la importancia de estos procesos a nivel nacional, regional e internacional, para luego establecer de forma clara cuál es su vinculación con la Cooperación Internacional para el Desarrollo. Por último, se llevó a cabo un caso de estudio para analizar cómo se aplicaron estos procesos en el marco de la emergencia generada a causa de la pandemia por COVID-19 en Costa Rica y presentar los principales hallazgos de la gestión realizada.
Este proceso tuvo como resultado la creación del primer documento de sistematización de procesos y buenas prácticas en materia de Asistencia Humanitaria Internacional a nivel nacional, así como la elaboración del primer trabajo final de graduación sobre este tema que se ha realizado en la Escuela de Relaciones Internacionales de la Universidad Nacional de Costa Rica.
This document corresponds to the Final Report of an internship carried out to obtain a Licentiate’s Degree in International Relations with emphasis in International Cooperation Management. This internship was conducted at the International Relations and Cooperation Unit of the National Commission for Risk Prevention and Emergency Response, between September 2022 and August 2023. This internship responds to the identified institutional need for a compilation document focused on the procedures applied for the management of International Humanitarian Assistance in Costa Rica. First, for the creation of this document, the management process applied in the country was investigated in detail. Next, the importance of these processes at the national, regional and international levels was determined, in order to clearly establish how they are linked to International Cooperation for Development. Finally, a case study was carried out to analyze how these processes were applied in the context of the emergency generated by the COVID-19 pandemic in Costa Rica, and to present the main findings of the management implemented. This resulted in the creation of the first systematization document of processes and good practices in International Humanitarian Assistance at the national level, as well as the first final graduation work on this topic that has been done at the School of International Relations of the National University of Costa Rica.
