Requerimientos técnicos y financieros para la atención de la población adulta mayor de Costa Rica por parte de la Caja Costarricense de Seguro Social (CCSS) al año 2030

Resumen
El presente trabajo tiene como foco de atención la población adulta mayor. Los cambios demográficos han inducido a un crecimiento acelerado de la población, especialmente los grupos conformados por edades avanzadas. Las proyecciones revelan que la población adulta mayor costarricense pasará de representar un 7% a un 13% del total de la población, del año 2014 al 2030. Junto a los cambios demográficos se han presentado los cambios epidemiológicos. Los cambios epidemiológicos han provocado que las enfermedades no transmisibles sean las más frecuentes entre la población costarricense. Las enfermedades no transmisibles también conocidas como crónicas, son de larga duración y comúnmente evolucionan lentamente. Este perfil epidemiológico agravaría el entorno del sistema sanitario futuro del país, ante un mayor número de adultos mayores. La Caja Costarricense de Seguro Social (CCSS), es la institución pública que proporciona los servicios sanitarios a la población costarricense. Los cambios demográficos y epidemiológicos no deberían ser un impedimento para que la CCSS continúe suministrando los servicios sanitarios. La salud es un derecho humano, y debe ser proporcionado principalmente a la población adulta mayor, para el goce de una ancianidad digna. Este trabajo expone el diseño y el costo de un paquete de servicios sanitarios que requerirá el adulto mayor al año 2030, siendo un instrumento vital para la planificación del recurso económico requerido a corto y mediano plazo por el sistema sanitario costarricense para financiar los costos futuros.
This study focuses on the elderly population. Demographic changes have led to rapid population growth, especially among older age groups. Projections indicate that the elderly population in Costa Rica will increase from 7% to 13% of the total population between 2014 and 2030. Alongside these demographic changes, epidemiological shifts have also occurred. These shifts have resulted in non-communicable diseases becoming the most prevalent health conditions among the Costa Rican population. Non-communicable diseases, also known as chronic diseases, are long-lasting and typically progress slowly. This epidemiological profile could strain the country's future healthcare system, given the growing number of elderly adults. The Costa Rican Social Security Fund (CCSS) is the public institution that provides healthcare services to the Costa Rican population. Demographic and epidemiological changes should not prevent the CCSS from continuing to provide these services. Health is a human right and must be provided primarily to the elderly population to ensure a dignified old age. This work outlines the design and cost of a healthcare services package that the elderly will require by 2030, serving as a vital tool for planning the short- and medium-term economic resources needed by the Costa Rican healthcare system to finance future costs.
