Resumen
El presente proyecto de graduación, denominado "Sistema de Información para el Análisis, Evaluación y Control Político de los Proyectos de Ley que se tramitan en la Asamblea Legislativa de Costa Rica", tiene como fundamento el capítulo tercero de nuestra Constitución Política: Formación de Leyes. Es una herramienta que automatiza tanto el proceso de registro de los elementos que componen el ciclo de vida de los proyectos de ley que se presentan en la Asamblea Legislativa de nuestro país como el proceso de registro del control político que se da en el Plenario costarricense, procesando y agrupando los datos desde la óptica de una PYME nacional llamada SICOM, de manera tal, que contribuye a un adecuado control de los trámites legislativos que atraviesa un proyecto de ley, propiciando un seguimiento sencillo del avance de dichas propuestas de ley en el seno legislativo. Este sistema, representa además, una fuente de información detallada que facilita la ejecución de un análisis legislativo minucioso de cada proyecto de ley a cualquier persona interesada en el proceso de promulgación de leyes de la República. Este documento explica las diferentes etapas que se atravesaron para lograr el desarrollo y la puesta en marcha del Sistema para el Análisis, Evaluación y Control Político de los Proyectos de Ley que se tramitan en la Asamblea Legislativa de Costa Rica en la PYME nacional SICOM. Para ello, fue necesario llevar a cabo no solamente un proceso de investigación técnico conceptual, sino también realizar trabajos de campo, teletrabajo, así como sesiones presenciales con los usuarios del sistema; aspectos que se desarrollaron detalladamente en los cinco capítulos que conforman el presente proyecto de graduación. Tal y como lo demanda el reglamento para la elaboración de anteproyectos y proyectos informáticos orientados a la obtención del grado de Licenciatura en Sistemas de Información, en el primer capítulo se desarrollan los antecedentes que fungen como origen de la necesidad que se presenta y la justificación por la cual se desarrolla el sistema inherente a este proyecto de graduación, señalando además los objetivos trazados, el alcance planeado y las limitaciones que se encontraron durante la realización del proyecto. Asimismo, en el segundo capítulo se describe el marco teórico, el cual se conforman por tres áreas, en las que se definen los conceptos teóricos que forman los pilares de la investigación, el estudio de la empresa beneficiada y la descripción detallada de la metodología de desarrollo que se eligió para la elaboración del presente proyecto. El tercer capítulo, corresponde al desarrollo de cada una de las fases que forman parte de la metodología de desarrollo de sistemas empleada para la elaboración de este proyecto, la cual se define en el segundo capítulo. En el cuarto capítulo se plasma el análisis retrospectivo, el cual consiste en demostrar el cumplimiento de los objetivos trazados y explicados en el primer capítulo, mediante la presentación de pantallas, reportes y gráficas. Por último, en el quinto capítulo se listan las conclusiones y las recomendaciones que consideramos relevantes y que fueron obtenidas a lo largo del proceso de desarrollo del sistema.
This graduation project, called "Information System for the Analysis, Evaluation and Political Control of Law Projects that are processed in the Legislative Assembly of Costa Rica", is based on the third chapter of our Political Constitution: Formation of Laws . It is a tool that automates both the registration process of the elements that make up the life cycle of the bills that are presented in the Legislative Assembly of our country and the registration process of political control that occurs in the Costa Rican Plenary. processing and grouping the data from the perspective of a national SME called SICOM, in such a way that it contributes to an adequate control of the legislative procedures that a bill goes through, promoting a simple follow-up of the progress of said bills within the legislative. This system also represents a source of detailed information that facilitates the execution of a detailed legislative analysis of each bill to any person interested in the process of promulgating laws of the Republic. This document explains the different stages that were crossed to achieve the development and implementation of the System for the Analysis, Evaluation and Political Control of the Law Projects that are processed in the Legislative Assembly of Costa Rica in the national SME SICOM. For this, it was necessary to carry out not only a conceptual technical research process, but also to carry out field work, telework, as well as face-to-face sessions with the users of the system; aspects that were developed in detail in the five chapters that make up this graduation project. As required by the regulations for the preparation of preliminary projects and IT projects aimed at obtaining a Bachelor's degree in Information Systems, the first chapter develops the background that serves as the origin of the need that is presented and the justification for which the system inherent to this graduation project is developed, also pointing out the outlined objectives, the planned scope and the limitations that were found during the realization of the project. Likewise, in the second chapter the theoretical framework is described, which is made up of three areas, in which the theoretical concepts that form the pillars of the investigation are defined, the study of the beneficiary company and the detailed description of the research methodology. development that was chosen for the development of this project. The third chapter corresponds to the development of each of the phases that are part of the systems development methodology used for the development of this project, which is defined in the second chapter. In the fourth chapter, the retrospective analysis is reflected, which consists of demonstrating compliance with the objectives outlined and explained in the first chapter, through the presentation of screens, reports and graphs. Finally, the fifth chapter lists the conclusions and recommendations that we consider relevant and that were obtained throughout the system development process.
