Determining the origin of teleworking can be an odyssey since its execution is visualized from a long time ago in history, although it would not necessarily have been identified in this way. However, what is a reality today is that this modality of work in the context of care for the health situation arising from the disease SARS-CoV-2 or COVID-19 —as it is better known worldwide— made it evident that the usefulness of teleworking for the organization goes beyond environmental, cultural, quality of life aspects and technological tools. It is precisely the application of teleworking, which, globally and nationally, both in the public and private sectors, allowed the continuity of the operations and activities of companies and institutions. This is the purpose of this doctoral research, to analyze from this experience, the learning obtained, visualize the theory or theories that can be used to propose a teleworking model that higher education institutions have not only in its ordinary application, but also projective. and associated with risk management and contingency care
