Gestión del pliego tarifario de la Autoridad Reguladora de los Servicios Públicos (ARESEP) en la Asociación Administradora de Sistemas de Acueductos y Alcantarillados Comunales (ASADA) en Cot de Oreamuno de Cartago durante el período del 2024 en la administración del sector hídrico de Costa Rica

Resumen
Se comprende que el derecho al agua potable es un derecho esencial para el desarrollo de las comunidades, es por lo que las ASADAS adoptan un rol de máxima importancia como entes administradores del servicio hídrico. A través lo dictado por ARESEP, estas asociaciones, pese a numerosas limitaciones implementan tarifas autorizadas para mantener su operación. El proceso de Recaudación permite la generación de casi la totalidad de sus ingresos, necesarios para sufragar sus necesidades económicas, y de inversión. Por medio de esta investigación, se evalúa el contexto de la ASADA de Cot de Oreamuno, con respecto a la implementación del pliego tarifario. Asimismo, es de máximo interés evidenciar de qué manera incide el marco regulador en la sostenibilidad financiera y la eficiencia con la que se brinda un servicio de calidad a sus abonados. La necesidad de mejorar los mecanismos actuales con los que las ASADAS gestionan el cobro por la prestación del servicio, cuando existen condiciones que dificultan recaudar el monto justo. Lo anterior, conlleva a la aparición de limitaciones que impiden el fortalecimiento de estas asociaciones. Las principales dificultades atribuibles a esta situación imposibilitan administrar los acueductos en óptimas condiciones. Este estudio, evidencia la exigencia con la que se deben atender absolutamente los requerimientos para lograr el suministro de agua, como también, es indispensable promover una cultura donde la mejora en infraestructura sea considerada un aspecto de carácter prioritario. Es así como, se logra resaltar la relevancia de las tarifas para el bienestar social, como también en la protección de los recursos naturales.
It is recognized that the right to access drinking water constitutes an essential right for the development of communities; therefore, ASADAS assume a role of utmost importance as managing entities of water services. Pursuant to the regulations issued by ARESEP, these associations, despite facing numerous limitations, apply authorized tariffs in order to sustain their operations. The revenue collection process generates nearly the entirety of their income, which is required to cover both operating and investment needs. This research evaluates the case of the ASADA of Cot de Oreamuno in relation to the implementation of the tariff schedule. Likewise, it is of particular interest to determine how the regulatory framework influences financial sustainability and the efficiency with which quality service is provided to its subscribers. There is a pressing need to strengthen the mechanisms currently employed by ASADAS to administer service charges, especially under circumstances that hinder the collection of fair amounts. This situation leads to structural limitations that constrain the capacity of these associations to consolidate and improve. The main challenges derived from this context hinder the proper management of aqueducts under optimal conditions. This study underscores the rigor with which all requirements must be fulfilled to guarantee the supply of water, while also highlighting the importance of fostering a culture in which infrastructure improvement is considered a priority. In this way, the relevance of tariffs is emphasized not only in ensuring social well-being but also in safeguarding natural resources.
