Resumen
La investigación nombrada “ANÁLISIS DEL PROCESO DE FORMULACIÓN Y
SEGUIMIENTO DEL PLAN ESTRATÉGICO 2010-2015 DE LA ASOCIACIÓN DE
GUÍAS Y SCOUTS DE COSTA RICA”, se basa en poder responder a las personas
lectoras cómo es la formulación y el seguimiento en el tema de la planificación
estratégica en las organizaciones sin fines de lucro, esto con el fin de solventar el vacío
teórico existente en la planificación estratégica para las organizaciones sin fines de
lucro a nivel nacional; por lo tanto, dicha investigación parte del hecho de contextualizar
la presencia de las organizaciones en el país, y, así conocer su trabajo en ese ámbito.
Para los investigadores es de vital importancia que el trabajo vaya dirigido a la
necesidad de fortalecer estas entidades de carácter no lucrativo en temas de
planificación, pues cada vez son más necesarias organizaciones que generen ese valor
social tan oportuno para la población costarricense. Como objetivo principal se plantea
generar una propuesta flexible para cualquier organización que contextualizando su
situación pueda formular y gestionar un plan estratégico que se enfoque en crear valor
público.
Esta propuesta se elabora a partir del estudio de caso de una organización sin
fines de lucro (en adelante OSFL), llamada Asociación Guías y Scout de Costa Rica, la
cual basa su trabajo en un modelo educativo no formal que busca formar/fomentar en
los niños, niñas, adolescentes y jóvenes de Costa Rica una serie de valores
establecidos en un modelo de enseñanza creado hace más de un siglo por Baden
Pawell, en donde el joven genera destrezas y valores desde el juego. Estas
características la hacen una entidad idónea para la investigación; pues además de ser
una OSFL la generación de valor público se extiende a la sociedad costarricense.
Como se mencionaba supra, el estudio de caso de la Asociación Guía y Scout
de Costa Rica (AGSCR) busca solventar el vacío teórico existente en el tema de la
planificación estratégica en las organizaciones sin fines de lucro. Por lo tanto, resulta
interesante empezar a contextualizar una situación nacional, en la cual el auge de
estas organizaciones es cada vez mayor y así crece la necesidad de implementar
mejores procesos de planificación. Las escasas herramientas dirigidas a estas
organizaciones limitan a los participantes en el desarrollo de una planificación
estructurada a sus objetivos sociales.
Por lo anterior, la propuesta busca darle esa oportunidad a las OSFL de tener un
apoyo en la elaboración de su planificación estratégica, para así afianzar su filosofía y
evidenciar la generación de valor público, tan necesario en dichas organizaciones.
Claro está que se debe contextualizar según las características y los objetivos
presentes en estas. Por ello, la misma procura un diseño base que se adapte y utilice
de acuerdo al alcance que precisen, de manera que pueda ser aprovechada sin que las
variables de las organizaciones o grupos sean una limitante para su uso.
Se espera que los aportes realizados en este documento resulten útiles para
cualquier organización o grupo de valor social, cuyos objetivos no partan de la
generación de valor económico. Por lo tanto, como resultado se espera que sea de
provecho, tanto para el ámbito nacional como también internacional.
The investigation named “ANALYSIS OF THE FORMULATION AND MONITORING OF THE STRATEGIC PLAN 2010-2015 OF THE ASSOCIATION OF GUÍAS Y SCOUTS DE COSTA RICA ”, is based on being able to respond to people readers how is the formulation and follow-up on the subject of planning strategy in non-profit organizations, this in order to bridge the gap existing theoretical framework in strategic planning for non-profit organizations profit at the national level; Therefore, this research starts from the fact of contextualizing the presence of the organizations in the country, and thus learn about their work in this area. For researchers it is of vital importance that the work is directed at the need to strengthen these non-profit entities in matters of planning, as there is an increasing need for organizations that generate that value so timely for the Costa Rican population. The main objective is to generate a flexible proposal for any organization that, contextualizing its situation, can formulate and manage a strategic plan that focuses on creating public value. This proposal is elaborated from the case study of a non-profit organization (hereinafter NPO), called Asociación Guias y Scout de Costa Rica, which bases its work on a non-formal educational model that seeks to train / promote in the children, adolescents and young people of Costa Rica a series of values established in a teaching model created more than a century ago by Baden Pawell, where the young person generates skills and values from the game. These characteristics make it an ideal entity for research; Well, in addition to being an NPO, the generation of public value extends to Costa Rican society. As mentioned above, the case study of the Guide and Scout Association of Costa Rica (AGSCR) seeks to resolve the theoretical gap that exists on the issue of strategic planning in non-profit organizations. Therefore, it is interesting to begin to contextualize a national situation, in which the rise of these organizations is increasing and thus the need to implement better planning processes grows. The few tools aimed at these organizations limit the participants in the development of a planning structured to their social objectives. Therefore, the proposal seeks to give that opportunity to NPOs to have support in the preparation of their strategic planning, in order to strengthen their philosophy and demonstrate the generation of public value, so necessary in these organizations. Of course, it must be contextualized according to the characteristics and objectives present in these. Therefore, it seeks a base design that is adapted and used according to the scope they require, so that it can be used without the variables of the organizations or groups being a limitation for its use. The contributions made in this document are expected to be useful for any organization or group of social value, whose objectives are not based on the generation of economic value. Therefore, as a result, it is expected to be of benefit, both nationally and internationally.
