Los cuidados directos: reflexiones desde las encuestas de uso del tiempo en Costa Rica

Abstract

Las encuestas de uso del tiempo son mediciones estadísticas que tienen como objetivo medir especialmente el trabajo de cuidados no remunerado (TCNR), realizado en su mayoría por las mujeres. En Costa Rica se han levantado dos encuestas con cobertura nacional en 2017 y en 2022. El TCNR tiene dos grandes dimensiones, el cuidado directo a personas y el cuidado indirecto. El objetivo del artículo es estudiar los cambios en el TCNR a partir de ambas encuestas. Se utilizaron los resultados publicados por el INEC y las bases de datos de las dos encuestas, para calcular los coeficientes de variación y los intervalos de confianza.Los resultados muestran que las brechas en el TCNR entre mujeres y hombres se mantienen. En el caso del cuidado indirecto se observó un aumento en el tiempo social y del tiempo efectivo de los hombres, sin embargo, en el cuidado directo de personas, no hubo cambios en el uso y distribución del tiempo de los hombres, se concluye entonces, que el cuidado directo de personas se resiste al cambio, con las consecuentes afectaciones en la autonomía económica y la salud integral de las mujeres. Es necesario continuar el trabajo para lograr un cambio cultural que distribuya el trabajo de cuidados directo de manera corresponsal, y a través de la promoción de políticas públicas de cuidados o sistemas integrales de cuidados de carácter universal y progresivos, para lograr la igualdad entre mujeres y hombres, para ejercer plenamente el derecho a los cuidados y para desatar el nudo estructural de la división sexual del trabajo.

Surveys about time usage are sadistic measures that have the objective of especially measuring the work of the citizens that is not paid (TCNR), made in its majority for women. In Costa Rica two surveys have been made with national range in 2017 and in 2022.The TCNR has two big heightens, the direct citizen to persona and the indirect citizen. The objective of the article es to study the changes in the TCNR through the two surveys. The results published by the INEC were the ones used and the databases in the two surveys, to calculate the variation of coefficients and the confidence gap. The results show that the breach in the TCNR between men and women maintained. In the case of the indirect citizen we observed an increase in the social time and in the effective time of men, however, in the direct care of people, there was no changes in the use and distribution of time of men, with this the conclusion is, that the direct care of the people resist the change, with the resulting impacts on women’s economic autonomy and overall health. It is necessary to continue the work to reach a cultural change that distributes the job of the direct citizens in a correspondent way, and trough the promotion of public policies of caregiving or integral systems of citizens of universal and progressive character, to reach equality between men and women to apply fully the right to citizens and to discard the structural knot of the sexual division of the job.
