Panorama sobre cooperación internacional en el Sistema de la Integración Centroamericana (SICA)

Abstract

La práctica dirigida del presente Trabajo Final de Graduación se encuentra enfocada en brindar soporte investigativo y analítico al proyecto de la Escuela de Relaciones Internacionales, denominado “Retos de la institucionalidad del Sistema de Integración Centroamericana (SICA): las acciones de la Cumbre de Presidentes y la Secretaría General en cuanto a la gobernanza, transparencia y rendición de cuentas y su incidencia en el proceso de integración y la sociedad centroamericana”, dicha práctica será dirigida por la Escuela de Relaciones Internacionales conformada por dos académicos y un estudiante de licenciatura. El objetivo consistió en servir de puente investigativo y analítico para diagnosticar los principales temas de cooperación internacional del Sistema de la Integración Centroamericana (SICA) actualizando las bases de datos, la información de las reuniones presidenciales y los mandatos acordados en ellas, además profundizar en la institucionalidad del SICA y sus instancias; adicionalmente, se actualizó la información de los principales temas que componen la agenda de coordinación del SICA, se revisó los últimos datos disponibles del valor de los proyectos de la entidad, así como también identificar los principales temas de transparencia y rendición de cuentas con los que cuenta el sistema. A partir de los hallazgos, se realizó una síntesis crítica del estado actual de la región centroamericana como insumo de investigación para el proyecto. Es importante destacar que el período considerado e indagado para la realización del informe comprende los años del 2000 al 2019, por lo que se presentará detalladamente la información obtenida de los proyectos de cooperación internacional, además de los principales temas e instancias en la Agenda del SICA. También los gráficos y la síntesis de las bases de datos trabajadas para los temas financieros, de transparencia y rendición de cuentas del SICA. A nivel de la carrera de Relaciones Internacionales con Licenciatura en la Gestión de la Cooperación Internacional, los aportes principales al proyecto radicaron en actualizar y sistematizar la base de datos con la información en materia de transparencia y rendición de cuentas, así como en referencia a materia de recurso humano y financiero, para posteriormente simplificar y graficar esta información obtenida para facilitar su análisis y traslado de información al proyecto de investigación. Es importante señalar que el objetivo de la práctica es el desarrollo académico del estudiantado, que proporcione un elemento analítico, verídico y conciso, para analizar la documentación encontrada en los medios oficiales del SICA, de cara a los avances en el SICA en cuanto a la región.

The directed practice of this Final Graduation Project is focused on providing research and analytical support to the project of the School of International Relations, called “Challenges of the institutionalism of the Central American Integration System (SICA): the actions of the Summit of Presidents and the General Secretariat in terms of governance, transparency and accountability and their impact on the integration process and the Central American society”, this practice will be directed by the School of International Relations formed by two academics and an undergraduate student. The objective was to serve as a research and analytical bridge to diagnose the main issues of international cooperation of the Central American Integration System (SICA) by updating the databases, the information of the presidential meetings and the mandates agreed in them, as well as to deepen the institutional framework of SICA and its instances; In addition, the information on the main topics that make up the SICA coordination agenda was updated, the latest available data on the value of the entity's projects was reviewed, and the main transparency and accountability issues of the system were identified. Based on the findings, a critical synthesis of the current state of the Central American region was made as research input for the project. It is important to note that the period considered and investigated for the report covers the years from 2000 to 2019, so the information obtained from international cooperation projects will be presented in detail, in addition to the main topics and instances in the SICA Agenda. Also the graphs and the synthesis of the databases worked for the financial, transparency and accountability issues of SICA will be presented. At the level of the International Relations career with a degree in International Cooperation Management, the main contributions to the project were to update and systematize the database with information on transparency and accountability, as well as in reference to human and financial resources, to later simplify and graph this information obtained to facilitate its analysis and transfer of information to the research project. It is important to point out that the objective of the practice is the academic development of the student body, which provides an analytical, truthful and concise element, to analyze the documentation found in the official media of SICA, in view of the advances in SICA in terms of the region.
