El papel de la cooperación internacional en el ámbito bilateral y multilateral, en materia de migración laboral en Costa Rica para el periodo 2018-2021

Resumen
El Seminario de Graduación titulado “El papel de la cooperación internacional en el ámbito bilateral y multilateral, en materia de migración laboral en Costa Rica para el periodo 2018-2021”, tiene como fin realizar una sistematización de la documentación acerca de los esfuerzos que ha realizado el país al tema migratorio en materia de cooperación internacional. Asimismo, se pretende contribuir a determinar alternativas para la toma de decisiones en caso de situaciones de emergencias globales a partir de los cambios y las continuidades que se han presentado durante el periodo 2018-2021, el cual se caracterizó por presenciar una de las más recientes pandemias, el COVID 19.
En esta misma línea, se realizó el Seminario de Graduación vinculado al proyecto de investigación “Laboratorio de Cooperación Internacional”, en la línea temática número 9 Gestión de la Cooperación Internacional en Costa Rica, específicamente en el tema de Migración. Este proyecto se encuentra adscrito a la Escuela de Relaciones Internacionales y tiene como responsable al profesor Frank Salazar Chacón.
El presente trabajo final de graduación analiza el comportamiento de la migración laboral y la cooperación internacional bajo el panorama del COVID 19, situación que hizo surgir desafíos en la realidad internacional. Ante esto, es entonces que, se realizó un seminario que englobe como objeto de estudio la sistematización de las fuentes y modalidades de cooperación internacional que se dieron en el periodo 2018-2021 en materia de migración laboral, esto para observar los distintos esfuerzos de cooperación que Costa Rica ha recibido para abordar las migraciones laborales, las cuáles se vieron gravemente afectadas debido al COVID 19. Esto para que, a partir de estas iniciativas de cooperación se puedan definir estrategias que integre el país para eventuales crisis sanitarias.
Para ello, se dio respuesta a la siguiente interrogante: ¿Cuál es el papel de la cooperación internacional, bilateral y multilateral, en las migraciones laborales costarricenses durante el periodo 2018-2021 con el fin de determinar alternativas para la toma de decisiones en caso de situaciones de emergencias globales?
The Graduation Seminar entitled “The role of international cooperation in the bilateral and multilateral sphere, regarding labor migration in Costa Rica for the period 2018-2021”, aims to systematize the documentation about the efforts that have been made. made by the country to the migration issue in terms of international cooperation. Along these same lines, the Graduation Seminar linked to the research project “International Cooperation Laboratory” was held, in thematic line number 9 Management of International Cooperation in Costa Rica, specifically on the topic of Migration. This project is attached to the School of International Relations and is headed by Professor Frank Salazar Chacón. This final graduation project analyzes the behavior of labor migration and international cooperation under the COVID 19 panorama, a situation that raised challenges in the international reality. Given this, a seminar was held that included as an object of study the systematization of the sources and modalities of international cooperation that occurred in the period 2018-2021 in terms of labor migration, this to observe the different cooperation efforts that Costa Rica has received to address labor migrations, which were seriously affected due to COVID 19. This so that, based on these cooperation initiatives, strategies can be defined that integrate the country for eventual health crises. To this end, the following question was answered: what is the role of international, bilateral and multilateral cooperation, in Costa Rican labor migrations during the period 2018-2021 in order to determine alternatives for decision-making in the event of global emergency situations?
