In the present study, a theoretical-empirical effort is made to contribute new elements in the line of investigation of the relationship between the transnationalization of capital and the complex dynamics of state intervention in the economy, a context in which stabilization and adjustment policies constitute the instrument of the prevailing contemporary neoliberal strategy. The international financial assistance conditioned to the execution of such a strategy, allows it to be constituted as an instance of analysis of the neoliberal proposals present in the crossed conditionality; and therefore Account for the changes in economic policy as evidenced by the restructuring process of the Costa Rican State. Given that the redefinition of state intervention is considered as a necessary conclusion for the feasibility of such as a necessary conclusion for the neoliberal strategy feasibility of such It is important to specifically diagnose the magnitude, and conditionality of such assistance in the formulation and execution of economic policy of the Costa Rican State is part of the analysis of the incidences in the fiscal policy insofar as the five donation agreements signed between the AID and the World Bank, the continent, economic policy guidelines that directly modify, among other aspects: the policy of public spending, the fiscal deficit, restructuring and privatization of 105 public goods and services; which are considered fundamental, since they reveal a certain political strategy of the industrial countries and international organizations whose support is economic liberalism. The contemporary particularity of the neoliberal strategy is to have as its purpose the recomposition of the functions of the State, mainly those linked to the production and distribution of the surplus
