Propuesta estratégica para el fortalecimiento de la gestión de la Secretaría Técnica de Salud Mental del Ministerio de Salud 2017

Abstract

La salud mental ha venido sumando importancia en la agenda política del país, tomando como punto partida la aprobación de la Ley 9213 cuyo objetivo principal fue la creación de la Secretaría Técnica de Salud Mental, con el fin de declarar de interés público las acciones de promoción, prevención, atención y rehabilitación de la Rectoría de la Producción Social de la Salud Mental. Partiendo de lo anterior, el equipo de trabajo de la Secretaría Técnica de Salud Mental, Ministerio de Salud nivel central, pretende mediante la presente investigación conocer los impactos tanto positivos como negativos de su entorno (interno y externo) utilizándolos como insumos para la generación de una propuesta que fortalezca su gestión. La investigación se centra en tres ejes fundamentales, que representan la columna vertebral de la investigación, a saber: los deberes otorgados por ley, el entorno de la gestión y la generación del valor público de la SETESAM, ya que es con base en éstos, las interacciones de los factores protectores y los de riesgos, en las que se ha centrado la coyuntura a nivel nacional. El objetivo principal de la investigación es analizar los factores internos como externos y sus posibles implicaciones positivas o negativas que impactan a la Secretaria Técnica de Salud Mental, como base para la elaboración de una propuesta estratégica, que permita a la SETESAM fortalecer su gestión y garantizar el cumplimiento de la ley 9213. La metodología utilizada para recopilar información fue por medio de entrevistas, talleres y focus group, al equipo de trabajo del órgano técnico, así como revisión bibliográfica, con el fin de extraer elementos conceptuales, como insumo para la construcción de un contexto, en torno al tema de investigación. Después de determinar cuáles fueron los factores que influyen en el accionar de la SETESAM., se procedió a elaborar una propuesta estratégica que le permita fortalecimiento de su gestión.Mental health has been gaining importance on the country's political agenda, starting with the approval of Law 9213, the main objective of which was the creation of the Technical Secretariat for Mental Health. This objective was to declare the promotion, prevention, care, and rehabilitation actions of the Office of the Director of the Social Production of Mental Health to be of public interest. Based on the above, the team from the Technical Secretariat for Mental Health, Ministry of Health, central level, aims through this research to understand the positive and negative impacts of its environment (internal and external), using these as inputs for the generation of a proposal to strengthen its management. The research focuses on three fundamental axes, which represent the backbone of the investigation, namely: the duties granted by law, the management environment, and the generation of public value of SETESAM, since it is based on these factors that the interactions of protective and risk factors have been the focus of the national situation. The main objective of the research is to analyze internal and external factors and their potential positive or negative implications that impact the Technical Secretariat of Mental Health. This will serve as a basis for developing a strategic proposal that will allow SETESAM to strengthen its management and ensure compliance with Law 9213. The methodology used to gather information included interviews, workshops, and focus groups with the technical body's work team, as well as a bibliographic review, in order to extract conceptual elements as input for constructing a context around the research topic. After determining the factors that influence SETESAM's actions, a strategic proposal was developed to strengthen its management.
