Resumen
La globalización y la internacionalización de los territorios locales hace necesario que se estudie sus niveles de desarrollo, para conocer las oportunidades y limitaciones de ofrecer mejores condiciones de vida a sus habitantes. En ese sentido, este artículo busca establecer el estado del desarrollo humano local de los territorios periféricos de Costa Rica, así como analiza las asimetrías y los retos que presentan estos territorios. El estudio se hace desde el enfoque de capacidades y desarrollo humano, propuesto inicialmente por Amartya Sen, para lo cual se crea un Índice de Desarrollo Humano Local, que pondera siete capacidades y 34 indicadores. Con los resultados se calcula un coeficiente de correlación entre los componentes. Finalmente, se logra establece las principales estrategias de política pública dirigidas a mejorar el DHL de estos cantones.

In that line, this article seeks to establish the state of local human development of the peripheral territories of Costa Rica, as well as to analyze the asymmetries and the challenges that these territories have. The study is done from the approach of capabilities and human development, initially proposed by Amartya Sen, for which a Local Human Development Index was created, which weighs seven capacities and 34 indicators. With the results, a correlation coefficient between the index components is calculated. The main public policy strategies aimed at improving the LHD of these cantons are established.
