Resumen
La facilitación del comercio internacional es parte esencial de la actividad económica globalizada para todos los sectores productivos de cualquier nación.
Implementar mecanismos como el Programa Operador Económico Autorizado de manera completa tal y como lo expresa la Norma SAFE de la Organización Mundial de Aduanas, generaría un impacto positivo en la transferencia de mercancías en la región de Centroamérica, ofrecería mayor control para Aduanas y mayor respaldo en las operaciones de las empresas certificadas.
Desarrollar escenarios donde el Comercio en general sea confiable, transparente y seguro para todos los involucrados es un objetivo que debe ser promovido por las Administraciones Aduaneras, para ello, requieren la asignación de recursos que permitan implementar las acciones necesarias, con el fin de lograr mejores niveles de competitividad no solo para las empresas sino para el país.
El estudio de las experiencias de las empresas exportadoras en el marco de la pandemia del COVID-19 siendo parte del Programa Operador Económico Autorizado del Ministerio de Hacienda de Costa Rica, proponen aspectos de mejora en la implementación de la certificación desde la perspectiva de la empresa y de aduanas.
Essential part of the international trade as a globalized economic activity for all the productive sectors in any nation is the trade facilitation. Implement mechanisms as the Authorized Economic Operator complete and as the SAFE Framework by the Customs World Organization express, will make a positive impact in the goods transfer in Centro American region, offering more Customs control and support for the certified corporations. Develop scenarios to make trade in general in a trustable, transparent, and secure way for all involved is a goal that needs to be promoted by Customs, to reach it, Customs need resources to allow actions needed to implement the objectives and achieves better competitiveness levels not just for the corporations for the country too. The experiences of exporting companies during the COVID-19 pandemic as Authorized Economic Operator certified of the Costa Rican Tax Authority, propose improvement aspects for the implementation from the companies and Customs view.
