Diseño y evaluación de un perfil y plan de estudios en la educación superior: el caso de la Escuela de Planificación y Promoción Social

Resumen
La Escuela de Planificación y Promoción Social se crea en el año 1974, con la fundación de la Universidad Nacional. Es la primera carrera universitaria en este campo, no sólo en Costa Rica sino en América Latina y, por esta razón, le correspondió a la Escuela enfrentar como pionera el reto de construir un modelo universitario totalmente novedoso. Novedoso por las disciplinas en cuestión, por el enfoque específico que dio origen a la Universidad Nacional y por la concepción particular del proceso de aprendizaje que sustentó esta Unidad Académica desde sus inicios. El producto logrado comprendió la delimitación de tres programas académicos integrados entre sí: Docencia, Investigación y Extensión, Dentro del programa docente fue necesario ir diseñando progresivamente el Perfil y Plan de Estudios . ya para el año 1978 se contó con un diseñobastante acabado. Bajo la clara visión de que tal diseño constituía un eslabón dentro de un proceso contínuo de seguimiento y evaluación del currículum es que se inició su aplicación en el año 1979. La elaboración y evaluación del Perfil y Plan de Estudios de la Escuela de Planificación y Promoción consistió en una experiencia de construcción consciente y deliberada; contó con la definición de una metodología de trabajo preestablecida y el producto alcanzado es, en sí mismo, un modelo de planificación curricular en la Educación Superior.
El interés central del presente artículo es dar a conocer la experiencia particular de la Escuela de Planificación y Promoción Social en lo que respecta, a la definición de su currículum, con el claro propósito de retroalimentar nuestra labor pedagócica y, muy modestamente, a portar nuestros logros en este campo.
The School of Planning and Social Promotion was created in 1974, with the founding of the National University. It was the first university program in this field, not only in Costa Rica but also in Latin America, and for this reason, the School was tasked with taking on the challenge of building a completely innovative university model as a pioneer. It was innovative due to the disciplines involved, the specific approach that gave rise to the National University, and the unique conception of the learning process that underpinned this Academic Unit from its inception. The resulting product included the delineation of three integrated academic programs: Teaching, Research, and Outreach. Within the teaching program, it was necessary to progressively design the Profile and Curriculum. By 1978, a fairly complete design was already in place. With the clear vision that such a design constituted a link in a continuous process of curriculum monitoring and evaluation, its implementation began in 1979. The development and evaluation of the Profile and Curriculum of the School of Planning and Promotion consisted of a conscious and deliberate construction experience; it included the definition of a pre-established work methodology, and the resulting product is, in itself, a model of curriculum planning in Higher Education. The central focus of this article is to present the specific experience of the School of Planning and Social Promotion in defining its curriculum, with the clear purpose of providing feedback on our pedagogical work and, very modestly, sharing our achievements in this field.
