Aplicación de un análisis de múltiples criterios en el distrito la Guácima para una gestión integral de su recurso hídrico.

Abstract

Una apropiada gestión del recurso hídrico en La Guácima, requiere del análisis de las características de esta comunidad (económicas, sociales y culturales), para comprender, identificar y construir los contextos sociales en los que se toman o se promueven decisiones al interior del mismo. Lo que, implica hacer explícitos los conflictos e intereses de los diferentes actores que conviven en el Distrito, lo que brinda una problemática compleja y diversa. Por tanto, un Análisis de Múltiples Criterios (AMC), se considera ideal para abordar tal complejidad, y con él brindar una propuesta para lograr un manejo integral del recurso hídrico en el distrito, donde prevalezca el logro de la eco-eficiencia en el uso del recurso. La metodología de AMC, esta relacionada con la ciencia pos-normal, que impulsa, una nueva práctica social "desde la gente, con la gente y para la gente" y junto con una serie de instituciones, se construyen acciones concretas, que proporcionan lineamientos e instrumentos de política desde bajo hacia arriba, que contribuyen al encadenamiento gradual para la formulación de políticas, hacia la búsqueda de soluciones, para el manejo del recurso hídrico en La Guácima. La falta de un manejo adecuado del recurso en la zona, junto con el crecimiento constante de su población y los cambios productivos al interior del Distrito, presionan el uso del recurso hídrico, para la producción de todo tipo de bienes y para consumo doméstico. Esto ha causando una alteración del ciclo hidrológico de la zona y ha provocado, a su vez, una escasez de agua y una falta de seguridad alimentaría, debido a la contaminación que presenta el recurso. Todo esto son factores determinan que hoy La Guácima sea muy vulnerable, en cuanto al potencial de uso del agua, junto con la existencia de serios conflictos sociales provocados por la competencia por el uso del recurso. Las características de La Guácima se pueden resumir, a grandes rasgos de la siguiente forma: 1. Los limites administrativos de La Guácima coinciden con los causes de los Río Ciruelas, Segundo y Virilla, en sus partes bajas. 2. El Río Segundo y Río Ciruelas, junto con sus afluentes, se han convirtiendo en un vertedero de aguas negras, que ha provocado una reducción de sus caudales principalmente durante el verano, limitando el uso de sus aguas en esta época. 3. Las quebradas presentes en la zona presentan altos niveles de contaminación, debido que son directamente afectadas por la contaminación de los ríos que bañan el distrito, además se han convertido en el vertedero de desechos de las actividades porcinas y avícolas de La Guácima. 4. Las principales actividades de la zona son: la agroindustria, la agricultura, el comercio y la producción hidroeléctrica (existen dos planta hidroeléctricas). 5. Se presentan una gran competencia por uso del recurso hídrico entre las actividades agropecuarias de la zona y las empresas hidroeléctricas. 6. A nivel socioeconómico el distrito presenta grandes debilidades en generación de empleo, nivel educativo y un bajo ingreso de su población. • Esto demuestra la relación dinámica que existe entre la población del Distrito y su recurso hídrico, que determina y condiciona la búsqueda de una sostenibilidad integral, de tal relación, en la localidad. A través de un dialogo abierto, entre los diferentes actores, se construyen diferentes futuros sociales, económicos y ecológicos para el distrito; siendo la evaluación y discusión de esos futuros una valiosa articulación para la comunidad y una contribución dinámica a su proceso decisor. Las medidas y acciones propuestas que se pueden reformular en políticas, para lograr un manejo integral del recurso hídrico en la zona, se resumen en: 1. Un proceso de formación e información a la comunidad y las organizaciones locales, para mejorar su conocimiento y capacidad para administrar el recurso hídrico. 2. La política ambiental del país debe ser clara, precisa y concisa, y no una abundante sumatoria de medidas. Para lograr un ordenamiento territorial que involucre un manejo y protección del recurso hídrico. 3. Una adecuada programación de las medidas de política, partiendo de una transformación coherente del marco político institucional, en cual sea real la participación de las comunidades en la toma de decisiones y por tanto el fortalecimiento de los gobiernos locales, que se concreten en un manejo integral de cuencas hidrográficas.

An appropriate administration of the hydric resource in The Guácima requires the analysis of the characteristics of this community (economic, social and cultural), in order to understand, identify and build the social contexts in which they take or they are promoted decisions to the interior of the same. What, it imply make explicit the conflicts and interests of the several actors that live together in the District, what offers a complex and diverse problems. Therefore, an Analysis of Multiple Approaches (AMC), ideal is considered in order to study such complexity, and with him offer a proposal in order to achieve an integral handling of the hydric resource in the district, where it prevail the achievement of the echo-efficiency in the use of the resource. The methodology of AMC, this related with the search-normal science, that impels, a new social practice "from the people, with the people and for the people" and together with a series of institutions, concrete actions are built, that they provide objectives and instruments of politics from under up, that they contribute to the gradual linkage for the formulation of politicians, toward the search of solutions, for the handling of the hydric resource in The Guácima. The lack of an appropriate handling of the resource in the zone, together with the constant growth of the ir population and the productive changes to the interior of the District, they press the use of the hydric resource, for the production of all type of goods and for domestic consumption. This there is causing an alteration of the hydrologi cycle of the zone and you/he/she/it nave caused, in turn, a shortage of water and a lacking security would feed, due to the contamination that presents the resource. All this is factors they determine that today The Guácima is very vulnerable, as for the potential of use of the water, together with the existence of serious social provoked conflicts for the competition for the use of the resource. The characteristics of The Guácima could be summarized, to big features of the following form: 1. The limit office workers of The Guácima they coincide with them you cause Ciruelas, Second and Virilla of the River, in their low parts. 2. The River Second and River Ciruelas, together with their tributaries, there is been becoming a spillway of black waters, that has caused a reduction of their flows mainly during the summer, limiting the use of their waters in this time. 3. The gulches present in the zone presents high levels of contamination, due that they are directly affected they for the contamination of the rivers that they bathe the district, have also become the spillway of waste of the porcine and poultries activities of The Guácima. 4. The main activities of the zone are: the agricultural-industry, the agriculture, the trade and the hydroelectric production (they exist two hydroelectric plant). 5. They come a great competition for use of the hydric resource between the agricultural activities of the zone and the hydroelectric companies. 6. To social and economic level the district presents big weakness in generation of employment, educational level and an under entrance of their population. This demonstrates the dynamic relationship that exists between the population of the District and their hydric resource, that determines and it condition the search of an integral sustainable, of such relationship, in the town. I through a dialogue open, between the several actors, several! social, economic and ecological futures for the district are built; being the evaluation and discussion of those futures a valuable articulation for the community and a dynamic contribution to their process of taking of decisions. The measures and actions proposals that one could structure in political, in order to achieve an integral handling of the hydric resource in the zone, summary in: 1. A process of formation and information to the community and the local organizations, in order to improve their knowledge and capacity in order to administer the hydric resource. 2. The environmental politics of the country should be white, precise and concise, and not an abundant sum of measuring. In order to achieve a tidying territorial that involves a handling and protection of the hydric resource. 3. An appropriate programming of the measures of politics, leaving of a coherent transformation of the political institutional frame, in which am real the participation of the communities in the taking of decisions and therefore the invigoration of the local governments, that they are summed up in an integral handling of hydrographic basins.
