Resumen
El presente informe final de práctica dirigida que se realizó en el Instituto Centroamericana
de Administración Pública (ICAP), comprende la construcción de una propuesta de
estrategia para la priorización de proyectos para la búsqueda de Cooperación Internacional
y Alianzas Público – Privadas en el territorio rural de Liberia – La Cruz del Instituto de
Desarrollo Rural (INDER). La estrategia fue planteada desde un enfoque de Desarrollo
Rural Sostenible con Enfoque Territorial (DRSET), que permitió plantear una estructura
desde una perspectiva integral con un enfoque especial en los territorios rurales.
La construcción de la propuesta de estrategia se realizó a partir de una investigación inicial
que permitió identificar los conceptos y variables necesarios para el planteamiento de la
estrategia. Asimismo, se llevó a cabo un diagnóstico del territorio de Liberia – La Cruz con
el objetivo de caracterizarlo y determinar sus necesidades. A partir de estos insumos es que
se construyó una propuesta de estrategia que comprende un planteamiento de una serie de
pasos a seguir y una herramienta de apoyo para el proceso.
La estrategia al ser implementada pretende apoyar los procesos de priorización de
proyectos en los territorios rurales para la búsqueda de oportunidades de Cooperación
Internacional y Alianzas Público – Privadas, captando recursos que permitan el impulso y
el fortalecimiento de los territorios rurales del país. Consecuentemente, brindándole al
INDER un planteamiento estratégico que le puede permitir focalizar los esfuerzos para un
mayor aprovechamiento de los recursos existentes.
Por lo tanto, en el presente documento se desarrollan los aspectos teóricos y metodológicos
de la práctica. A su vez se detallan los aspectos generales sobre la priorización de proyectos
en el INDER, los conceptos y variables identificadas, y la descripción del territorio rural
de Liberia – La Cruz. Para culminar con el planteamiento de la propuesta de estrategia
construida, y las conclusiones y recomendaciones respectivas de la práctica dirigida
realizada.
This final report of the internship conducted at the Central American Institute of Public Administration (ICAP), includes the construction of a proposal of a strategy for the prioritization of projects for the search of International Cooperation and Public-Private Partnerships in the rural territory of Liberia - La Cruz of the Rural Development Institute (INDER). It also details the general aspects of project prioritization at INDER, the concepts and variables identified, and the description of the rural territory of Liberia - La Cruz - La Cruz. To culminate with the proposal of the strategy proposal built, and the respective conclusions and recommendations of the practice conducted.
