Análisis de las acciones estratégicas ejecutadas en la dimensión social y económica del Plan de Desarrollo Rural Territorial de Heredia en Barva, Santa Bárbara, San Isidro, San Rafael, Santo Domingo y Vara Blanca en el periodo 2016-2021

Resumen
Las herramientas de planificación son indispensables para el desarrollo territorial,
puesto que contribuyen a visualizar la ruta a seguir y su accionar para cumplir las metas
planteadas. Un ejemplo de esto son los planes de desarrollo rural territorial, los cuales están
alineados con distintas políticas, planes e incluso estrategias nacionales e internacionales.
Estos planes de desarrollo rural territorial son de gran importancia, ya que, al
incorporar programas y proyectos acorde a las características y necesidades, fomentan el
desarrollo integral de los territorios; buscando mejorar las condiciones sociales,
ambientales, económicas, culturales, organizativas y de infraestructura.
El Inder es el ente encargado de promover dichos planes y el desarrollo de los
territorios rurales a lo largo del país, los cuales no poseen el mismo acceso que las zonas
urbanas a los distintos servicios básicos, empleo, educación, entre otros.
Esta desigualdad demuestra la importancia de continuar trabajando en pro de estas
comunidades, fortaleciendo sus capacidades organizativas, brindando recursos, impulsando
la participación ciudadana y la articulación institucional y fomentando la apropiación de las
personas que viven dentro del territorio, entre otros.
Por esta razón, esta investigación comprende un análisis de la ejecución de las
acciones estratégicas, específicamente de la dimensión social y económica del Plan de
Desarrollo Rural Territorial de Heredia. Esto permitió determinar si se cumplió lo planteado
en el documento y la forma en cómo se llevó a cabo, así como los principales logros
alcanzados.
Primeramente, se identificaron las acciones ejecutadas del plan, las cuales al
llevarlas a cabo contribuyen al cumplimiento de los objetivos. Seguidamente, se describió la
participación y articulación de los actores vinculados al territorio, con el fin de dar a conocer
los que verdaderamente se han involucrado y los que no; identificando las razones por las
cuales algunos sectores no lo han estado. Además, se determinó la opinión de actores
territoriales con respecto a la ejecución de las acciones estratégicas.
Una vez analizada la información recolectada, se procedió a generar conclusiones y
recomendaciones, las cuales fueron la base para formular una propuesta de planificación,
enfocada en lo operativo de los principales aspectos que se consideraron importantes para
contribuir a mejorar los futuros planes de desarrollo territorial de Heredia

These territorial rural development plans are of great importance because, by incorporating programs and projects according to the characteristics and needs, they promote the integral development of the territories, seeking to improve social, environmental, economic, cultural, organizational, and infrastructure conditions. Inder is the entity in charge of promoting these plans and the development of rural territories throughout the country, which do not have the same access as urban areas to basic services, employment, education, among others. This inequality demonstrates the importance of continuing to work on behalf of these communities, strengthening their organizational capacities, providing resources, promoting citizen participation and institutional articulation, and fostering the ownership of the people living within the territory. For this reason, this research includes an analysis of the execution of the strategic actions, specifically the social and economic dimension of the Heredia Territorial Rural Development Plan. This helped to determine whether what was stated in the document was fulfilled and how it was carried out, as well as the main achievements. First, the plan's executed actions were identified, which, when carried out, contribute to the fulfillment of the objectives. Next, the participation and articulation of the actors linked to the territory was described, to make known those who have been truly involved and those who have not; identifying the reasons why some sectors have not been involved. In addition, the opinion of territorial actors regarding the execution of strategic actions was determined. Once the information collected was analyzed, conclusions and recommendations were generated, which were the basis for formulating a planning proposal, focused on the operational aspects of the main aspects that were considered important to contribute to improving future territorial development plans in Heredia.
