The exchange rate debate in Costa Rica pits exporters and tourists, concerned about loss of competitiveness, against importers and consumers, who benefit from lower prices. The exchange rate is determined in two markets: the colones market, influenced by Central Bank policy, and the dollar market, which depends on global conditions. The dollar is quoted based on its availability of supply, which cannot be altered by local monetary policy; in other words, it is an external event that depends on the global conditions of the dollar and its market in the United States and the rest of the world.
