Resumen
El texto cuestiona la visión reduccionista que limita la planificación al uso de técnicas e instrumentos, y propone en cambio una concepción más amplia, en la que la planificación se comprende como un proceso metodológico orientado al desarrollo social. Desde esta perspectiva, se reconoce la importancia de que los profesionales en Promoción Social integren críticamente la planificación en su práctica, y que los planificadores reconozcan el papel clave de la participación popular en la definición y ejecución de políticas públicas.
Se propone un diálogo más profundo entre ambas disciplinas, superando el enfoque técnico e incorporando dimensiones políticas, económicas y sociales, para fortalecer el trabajo con las organizaciones populares y avanzar hacia una transformación social más equitativa.
The text questions the reductionist view that limits planning to the use of techniques and instruments, and instead proposes a broader conception, in which planning is understood as a methodological process oriented towards social development. From this perspective, it recognizes the importance of professionals in Social Promotion critically integrating planning into their practice, and that planners acknowledge the key role of popular participation in the definition and execution of public policies. A deeper dialogue between both disciplines is proposed, overcoming the technical approach and incorporating political, economic, and social dimensions, to strengthen work with popular organizations and move towards a more equitable social transformation.
