Sistematización del proceso de consulta del proyecto Tierra Encantada: aportes al reconocimiento de la sabiduría e identidad de los pueblos originarios de Costa Rica

Resumen
Este artículo presenta la sistematización del proceso de consulta a pueblos indígenas por parte del proyecto Tierra Encantada durante el año 2018. La consulta es un proceso por el cual se informa a un territorio indígena de una iniciativa y sus alcances, impactos y beneficios y solicita a los pueblos su consentimiento para participar.
Las experiencias del proceso de consulta realizado se sistematizan y se presentan en este documento con el fin de que sirva de guía a personas proyectistas interesadas en trabajar en este campo. El Curso-Taller Sistematización de Experiencias Pedagógicas CEP-UNA 2018-2019 ofreció las herramientas metodológicas para lograr organizar, interpretar y sintetizar los aprendizajes del trabajo realizado.
Se partió del trabajo realizado por tres personas académicas en territorios indígenas de Costa Rica que consistió en hacer contactos con líderes y lideresas en las comunidades, visitas de divulgación e información, realizar reuniones de presentación de objetivos y metodología del proyecto; se delimitó el objeto y los ejes de la sistematización, se organizaron los registros de la información y se obtuvieron conclusiones y lecciones aprendidas del proceso de consulta. Una de las conclusiones más relevantes es que la consulta a pueblos indígenas supone un diálogo honesto y sincero en el cual se disciernen intereses y prioridades de los pueblos originarios y de la academia. La consulta a pueblos originarios se realiza en el marco de principios éticos y jurídicos y constituye el espacio idóneo para entablar un necesario diálogo intercultural entre la academia y los pueblos originarios.
This article systematizes the consultation process with native peoples by the Tierra Encantada project during 2018. Consultation is a process by which an indigenous territory is informed of an initiative and its scope, impacts, and benefits, and asks peoples for their consent to participate. The experiences of the consultation process carried out are systematized and presented in this paper in order to serve as a guide for people interested in working in this field. The Systematization of Pedagogical Experiences Course-Workshop CEP-UNA 2018-2019 offered the methodological tools to organize, interpret, and synthesize the lessons learned from the work done. The starting point was the work carried out by three university professors in indigenous territories of Costa Rica, which consisted of making contacts with community leaders, dissemination and information visits, holding meetings to present the project’s objectives and methodology. The object and axes of the systematization were defined, information records were organized, and conclusions and lessons learned from the consultation process were obtained. One of the most relevant conclusions is that consultation with native peoples implies an honest and sincere dialogue in which the interests and priorities of native peoples and academia are discerned. The consultation of native peoples takes place within the framework of ethical and legal principles, and constitutes the ideal space to establish a necessary intercultural dialogue between academia and native peoples.
