Evaluación del estado actual de la actividad pesquera en la zona interna del Golfo de Nicoya, en el contexto de las Áreas Marinas de Pesca responsable, para el fortalecimiento de acciones de manejo. Golfo de Nicoya, Costa Rica.

Abstract

La gestión y manejo integrado de la zona costera ha sido propuesta desde inicios de la década de los noventa con el fin de unir al gobierno y la comunidad para crear un plan de desarrollo conjunto que conserve y proteja el ambiente natural y el capital humano presentes en las zonas costeras. Se realizó una sistematización de información documental, a partir de los registros institucionales disponibles en el INCOPESCA, el SINAC, el SIDUNA, así como el motor de búsquedas web Google y su buscador académico especializado Google Académico con el fin de caracterizar la zona de interés. También se procedió con la aplicación de encuestas abiertas a 16 informantes clave de las comunidades y 18 expertos y funcionarios de diversas instituciones. Se generó la propuesta de manejo adecuada a las características de las comunidades a partir de los resultados anteriormente obtenidos. Se refleja que la causa principal de la disminución de las capturas en el golfo de Nicoya se origina en la falta de interés político que tradicionalmente ha mantenido el estado costarricense sobre los recursos marino-costeros, siendo la pesca el que mejor refleja esta debilidad estatal. Debido a que las tres instituciones que tienen mayor injerencia sobre los recursos pesqueros son INCOPESCA, SNG y MINAE, la estrategia para salvaguardarlos debe de ser planeada y ejecutada conjuntamente. Asimismo, deberán involucrar y contar con el apoyo de los pescadores para su elaboración, no sólo por la legitimidad que le va a conceder al proceso, sino también porque ellos poseen una experiencia empírica sumamente valiosa que fortalecerá la estrategia. No es necesario que el área se encuentre bajo alguna categoría de manejo para que se cumplan las regulaciones existentes, si bien tiene la ventaja de involucrar y comprometer a las comunidades, la pesca responsable debe efectuarse dentro y fuera de ellas.

The management and integrated management of the coastal zone has been proposed since the early nineties in order to unite the government and the community to create a joint development plan that conserves and protects the natural environment and human capital present in coastal areas. A systematization of documentary information was carried out, based on the institutional records available in INCOPESCA, SINAC, SIDUNA, as well as the Google web search engine and its specialized academic search engine Google Academic in order to characterize the area of ​​interest. Open surveys were also applied to 16 key informants from the communities and 18 experts and officials from various institutions. The management proposal appropriate to the characteristics of the communities was generated from the previously obtained results. It is reflected that the main cause of the decrease in catches in the Gulf of Nicoya originates from the lack of political interest that the Costa Rican state has traditionally maintained over marine-coastal resources, with fishing being the one that best reflects this state weakness. Since the three institutions that have the greatest influence on fishery resources are INCOPESCA, SNG and MINAE, the strategy to safeguard them must be planned and executed jointly. Likewise, they must involve and have the support of the fishermen for its elaboration, not only because of the legitimacy that it will grant to the process, but also because they have an extremely valuable empirical experience that will strengthen the strategy. It is not necessary for the area to be under some category of management for existing regulations to be complied with, although it has the advantage of involving and committing communities, responsible fishing must be carried out inside and outside them.
