Gestión Local del Deporte y la Recreación y su vinculación con las Organizaciones Locales y la Comunidad de Lepanto, Puntarenas: Un Proceso de Planificación en el Periodo 2014-2016

Abstract

El presente documento da un panorama sobre la realidad que muestra el distrito de Lepanto en relación a la gestión local del deporte y su vinculación con las distintas organizaciones comunales e instituciones públicas relacionadas con esta investigación. Por lo que se plantea estudiar las funciones que velan las distintas organizaciones locales y la institucionalidad pública en relación a la promoción y el desarrollo de las actividades deportivas y recreativas dentro del distrito; así como su vinculación con el Concejo Municipal de Lepanto. Es así que se plantea conocer la dinámica que la gestión local presenta sobre la comunidad con base en el deporte y la recreación, así como los roles de los diferentes actores relacionados con la temática. Lo anterior, con el fin de saber los papeles que juegan el Concejo Municipal, las organizaciones locales e instituciones gubernamentales, y al mismo tiempo surge la interrogante de cómo mejorar la gestión local del deporte y la recreación en el distrito de Lepanto, Puntarenas. Ahora bien, teniendo un panorama sobre la importancia que tiene realizar actividad física (deportiva o recreativa) para la salud humana; así como el impacto que la misma puede tener sobre una economía local es que se toman ejemplos de carácter extranjero, nacional y local. Lo anterior, para contextualizar la investigación y empaparse sobre el tema. De esta manera se establece como objetivo general para la investigación proponer acciones para el fortalecimiento de las capacidades de gestión del deporte y la recreación en el distrito de Lepanto, Puntarenas. Lo anterior, mediante el análisis del rol desempeñado por los distintos actores sociales vinculados a la promoción y gestión local del deporte y la recreación; siendo estos los principales ejes para el desarrollo de la indagación. Sobre lo anterior, se deben tomar en cuenta los conceptos de deporte y recreación. Así como la importancia de ambos y cómo estos se pueden abordar desde una perspectiva de la planificación y desde el ámbito municipal considerando aspectos como la planificación deportiva y la relación con la gestión deportiva, vista desde el ámbito local. Ahora bien, considerando una investigación analítica, descriptiva y proyectiva se empleó instrumentos de indagación que dieran la suficiente información para abordar la realidad local. Por lo tanto, se implementaron técnicas como la observación, la consulta bibliográfica y la entrevista como principales métodos y técnicas investigativas en la presente investigación. Todo esto con el fin de proponer al gobierno local una estrategia basada en el fortalecimiento de las diferentes debilidades encontradas a lo largo de la aplicación de los instrumentos de investigación, que permitan solventar y transformar dichas situaciones. Es por esto que se propone un plan de acción por medio de una matriz estratégica que llegue a complementar los ejes estratégicos municipales planteados en el Plan de Desarrollo Humano Local del Concejo Municipal del Distrito de Lepanto 2010-2020.This document provides an overview of the current situation in the district of Lepanto regarding local sports management and its relationship with the various community organizations and public institutions involved in this research. Therefore, the study aims to study the roles of the various local organizations and public institutions in relation to the promotion and development of sports and recreational activities within the district, as well as their relationship with the Lepanto Municipal Council. Thus, the objective is to understand the dynamics of local management in the community based on sports and recreation, as well as the roles of the different actors involved in this topic. The purpose of this study is to understand the roles played by the Municipal Council, local organizations, and government institutions. At the same time, the question arises as to how to improve local sports and recreation management in the district of Lepanto, Puntarenas. Having an overview of the importance of physical activity (sports or recreation) for human health, As well as the impact it can have on the local economy, examples from abroad, Mexico, and the local economy are taken. This is done to contextualize the research and gain a deeper understanding of the topic. Thus, the general objective of the research is to propose actions to strengthen sports and recreation management capacities in the district of Lepanto, Puntarenas. This is achieved through the analysis of the role played by the various social actors involved in the local promotion and management of sports and recreation; these being the main axes for the development of the research. Regarding the above, the concepts of sport and recreation must be taken into account, as well as the importance of both and how these can be addressed from a planning perspective and from the municipal level, considering aspects such as sports planning and its relationship with sports management, viewed from the local level. Now, considering an analytical, descriptive, and projective research, research instruments were used that provided sufficient information to address the local reality. Therefore, techniques such as observation, bibliographical research, and interviews were implemented as the main research methods and techniques in this investigation. All of this was done with the aim of proposing a strategy to the local government based on strengthening the various weaknesses found throughout the application of the research instruments, which will allow them to resolve and transform these situations. Therefore, an action plan is proposed through a strategic matrix that complements the municipal strategic axes outlined in the Local Human Development Plan of the Municipal Council of the District of Lepanto 2010-2020.
