Resumen
La presente investigación tiene el objetivo principal realizar un análisis
completo acerca de un programa pionero en el área de la gestión aduanera y de
procesos de logística como lo es el Operador Económico Autorizado (OEA), en el
caso más específico, la experiencia en Costa Rica de la implementación de la
iniciativa. Todo esto para poder emitir recomendaciones que contribuyan aún más
en la implementación del programa.
El análisis se pretende realizar considerando cómo ha cambiado a través de
los últimos años la manera de comercializar entre los bloques económicos a nivel
mundial, que por medio de acciones negativas, tales como el terrorismo, se ha
puesto en duda la seguridad dentro de la cadena logística y de suministro así como
en el comercio internacional en general. Gracias a esto las administraciones
aduaneras han tenido que adoptar nuevos roles en su participación dentro del
comercio.
Bajo esta línea se plantea la investigación en tres etapas: primeramente, el
análisis del nuevo rol de las administraciones aduaneras en el comercio
internacional, por otra parte, la descripción de los primeros intentos de
implementación de una política que promoviera un comercio seguro como lo fue el
Marco Normativo SAFE, principal antecedente del OEA y por último el estudio
detallado en si del programa vigente actual del Operador Económico Autorizado,
explicando generalidades, usos y aplicaciones del mismo así como las necesidades
de la empresa privada al momento de la implementación de la medida.
Todo esto en torno a un balance cualitativo de ventajas - limitaciones de la
implementación del programa.
This research has primary objective perform: a complete analysis on a pioneering program in the area of customs administration and logistic processes as it is the Authorized Economic Operator (OAS), in the more specific case, the experience in Costa Rica of the implementation of the initiative. All this to do recommendations contributing further implementation of the program. The analysis is intended to make considering the as has changed through the past few years how to commercialize between the economic regions worldwide, that by means of negative actions, such as terrorism, has been put in doubt the security within the logistics chain and supply as well as in the international trade in general. Thanks to this the customs administrations have had to adopt new roles in their participation within the trade. Under this line this document will be proposed in three stages: first, the analysis of the new role of customs authorities in international trade, on the other hand, the description of first attempts at implementation of a policy that promotes a safe commerce as it was the regulatory SAFE framework, main antecedent of the OAS and finally the detailed study if the current applicable program of the authorized economic operator explaining an overview, utilization and applications of the same as well as the needs of the private company at the time of measure´s implementation. Analysis the profits and limit from the program implementation. This study shows the importance of promoting the culture among some regions of a reliable and safety trade, in order to qualify for benefits from the association between custom administrations and companies, facilitating procedures within the global supply chain.
