Resumen
El distrito de Lepanto es uno de los distritos que según el actual gobierno de la república es
considerado como de atención prioritaria; esto debido a las problemáticas socioeconómicas
que presenta la población de la zona. Según el Plan Nacional de Desarrollo Alberto Cañas
Escalante 2014-2018 este distrito se debe atender de forma integral para mejorar sus
condiciones. Para que este distrito mejore su desarrollo se necesita de una fuerte
intervención por medio de la planificación del desarrollo humano local e
institucional. Problemáticas como drogadicción en la población joven y adulta,
condiciones climáticas difíciles y un deficiente margen de los procesos institucionales por
parte del Concejo Municipal de Distrito de Lepanto son los que ponen en riesgo social a
este distrito. Problemáticas económicas y sociales del distrito son objeto de una
intervención ciudadana y gubernamental.
El Desarrollo Humano ha tomado fuerza en el discurso político y en la práctica en los
últimos años. Lo anterior debido a que el desarrollo local está directamente relacionado a la
planificación local que a su vez está ligado a los procesos de desconcentración y
descentralización de los aparatos estatales. Para los autores este trabajo final de graduación
es de importancia debido a que la investigación pueda servir de insumo para la
planificación local del CMDL (Concejo Municipal del Distrito de Lepanto) y que pueda
mejorar de una u otra forma la calidad de vida de este distrito.
EL CMDL es una institución de ámbito municipal a nivel distrital, conformado por
Intendente, Vice Intendente, síndicos y concejales que juegan un papel de regidores, todos
estos puestos son de elección popular sin dejar a un lado los puestos operativos y
administrativos que integran el CMDL. Se encargan de ejecutar proyectos e iniciativas
municipales por medio de recaudación de tributos y partidas específicas.
La presente investigación pretende analizar (dejando en claro que esté estudio no es una
evaluación) los alcances y limitaciones del proceso de implementación del Plan de
Desarrollo Humano Local (PDHL) en el distrito de Lepanto y de esta manera poder
determinar los aportes del plan al desarrollo local del distrito, con esta información se
pretende realizar una propuesta que contribuya al cumplimiento de las líneas de acción del
PDHL 2010-2020 que no se han podido llevar acabo.
Dentro de los objetivos específicos de esta investigación se señalan los siguientes:
Caracterizar el rol de los actores institucionales y locales responsables de la ejecución del
PDHL con el fin de conocer y analizar qué papel han ido jugando las instituciones y cuáles
son sus cuotas de responsabilidad en la puesta en marcha del PDHL.
Otro de los objetivos específicos de la investigación fue describir el proceso de
implementación de la planificación institucional del Concejo Municipal de Distrito de
Lepanto, con base en el Plan de Desarrollo Humano Local del distrito de 2010-2020.
Conocer las distintas formas de planificación y gestión municipal es esencial para que la
propuesta de la investigación pueda estar dentro del marco normativo institucional y a la
vez fuera un instrumento que refuerza y aporte a la planificación institucional local del
Concejo Municipal de distrito de Lepanto (CMDL).
Determinar los alcances y limitaciones de la ejecución del Plan de Desarrollo Humano
Local del distrito refuerza el análisis y la investigación porque con esto se tiene una base de
lo realizado y una visión a mediano y largo plazo de lo que podría ponerse en marcha o
ejecutarse.
La metodología de esta investigación plantea un análisis documental, acerca de los
antecedentes del tema. Se consultan medios escritos, digitales y sitios web. También se
recopila información a través de entrevistas y talleres para cumplir con las aspiraciones
planteadas de la investigación como conocer si el PDHL recoge la voluntad expresada por
las comunidades participantes y a su vez determinar los alcances y resultados en el distrito
de Lepanto.
Este trabajo final de graduación consta de seis capítulos que plantean lo investigado y
analizado, abarcando también las consideraciones finales, resultados de la investigación y
conclusiones.
Así mismo se plantea una propuesta de fortalecimiento para el PDHL basada en la
información y análisis de los alcances y limitaciones del PDHL. Esta propuesta se realiza
con miras a contribuir al cumplimiento de las líneas de acción del PDHL.
El capítulo seis contiene las conclusiones de la misma y recomendaciones tanto
metodológicas como prácticas.
Entre esas conclusiones a las que se llega es la búsqueda en el análisis de la
implementación del PDHL desde otros tipos de paradigmas de desarrollo.
Con respecto al análisis del PDHL del distrito de Lepanto se señala que se le debe dar un
mayor peso al documento del PDHL para que su criterio y propuestas sean de carácter
vinculante obligatorio en el trabajo de los Intendentes y el CMDL.
La planificación del desarrollo humano local es un proceso que requiere constante
evaluación, para mejorar sus planteamientos iniciales. Además, resulta necesaria la
constante restructuración y actualización de éste para la implementación de políticas
públicas y planes que se pongan en marcha para una mejor planificación de la
implementación de los PDHL. El análisis del PDHL es y debe ser un punto clave para la
consecución del éxito de planes institucionales
