Resumen
En Costa Rica en el año 2002 se emite la Ley de Fortalecimiento a la pequeña y mediana empresa como política de apoyo para impulsar a las pymes, donde se le establece la rectoría al Ministerio de Economía, Industria y Comercio, con un objetivo general económico y social “crear un marco normativo que promueva un sistema estratégico integrado de desarrollo a largo plazo, el cual permita desarrollo productivo de la PYME y posicione a este sector como protagónico, cuyo dinamismo contribuya al proceso de desarrollo económico y social del país, mediante la generación de empleo y el mejoramiento de las condiciones productivas y de acceso a la riqueza.” En el año 2008 nace la Ley del Sistema de Banca para el Desarrollo que constituirá nuevos fondos de financiamiento para impulsar proyectos innovadores factibles y viables. A pesar que se ha hecho un esfuerzo político de apoyar este sector económico, casi 15 años después no se ha tenido los impactos esperados.
In 2002, Costa Rica enacted the Law for Strengthening Small and Medium-Sized Enterprises as a policy to support and promote SMEs. This law established the Ministry of Economy, Industry, and Commerce as its governing body, with a general economic and social objective: "to create a regulatory framework that promotes an integrated strategic system for long-term development, enabling the productive development of SMEs and positioning this sector as a leading player, whose dynamism contributes to the country's economic and social development process, through job creation and the improvement of productive conditions and access to wealth." In 2008, the Development Banking System Law was enacted, establishing new financing funds to promote feasible and viable innovative projects. Despite the political effort made to support this economic sector, almost 15 years later the expected impacts have not been achieved.
