“New” forest services and property rights

Abstract

Forest sector and environmental services from forest were not really important in national economies nor in economic policies, until recently. The development of the forest sector activities were at first linked in particular to logging activities and the sawmill industry. At that time, trees seemed to be very abundant and log supply was not a problem. Sawmills supplied timber, especially for construction and a few other industries, which were linked to the forest only through their use of wood as an input. Foresters were primarily interested in the efficiency of the transformation of logs into timber and in some silviculture activities, which allow trees to grow faster. In short, there was a clear bias emanating from technologies, institutions and policies against forest related activities in the past. Recently, however there has been important changes in the economy of the forest sector. Now, it is widely accepted that forests are ecosystems, which besides producing timber, seeds and a few other marketable products, also produce ecological services. These “new” products and services (see box No.1) can only be maintained and further developed, however, if the traditional, non-sustainable, exploitation of the forest comes to an end . Such a change requires institutional changes as well as new policies. (Institutional learning and policy learning).

El sector forestal y los servicios ambientales de los bosques no fueron realmente importantes en las economías nacionales ni en las políticas económicas, hasta hace poco tiempo. El desarrollo de las actividades del sector forestal estuvo en un principio ligado en particular a las actividades madereras ya la industria del aserradero. En ese momento, los árboles parecían ser muy abundantes y el suministro de troncos no era un problema. Los aserraderos suministraban madera, especialmente para la construcción y algunas otras industrias, que estaban vinculadas al bosque únicamente mediante el uso de la madera como insumo. Los silvicultores estaban interesados principalmente en la eficiencia de la transformación de troncos en madera y en algunas actividades de silvicultura, que permiten que los árboles crezcan más rápido. En resumen, hubo un claro sesgo que emanaba de las tecnologías, instituciones y políticas en contra de las actividades relacionadas con los bosques en el pasado. Recientemente, sin embargo, ha habido cambios importantes en la economía del sector forestal. Ahora, es ampliamente aceptado que los bosques son ecosistemas que, además de producir madera, semillas y algunos otros productos comercializables, también producen servicios ecológicos. Sin embargo, estos “nuevos” productos y servicios (ver recuadro No. 1) solo pueden mantenerse y desarrollarse más si la explotación tradicional, no sostenible, del bosque llega a su fin.
