Resumen
Este trabajo de investigación tiene como objetivo general “Analizar los factores organizacionales que repercuten directamente en el clima organizacional de los funcionarios Departamento de la Policía Municipal de la Municipalidad de Alajuela, Costa Rica durante Julio de 2019 y Julio de 2020, para el mejoramiento de la satisfacción de los colaboradores”.
Además del objetivo general como específicos, el objetivo profesional de los investigadores es generar información de interés para la Municipalidad de Alajuela, específicamente en los departamentos de Recursos Humanos y Policía Municipal, en cuanto al clima organizacional, mostrar una realidad cotidiana que por un sin fin de motivos no es abordada desmejoran los procesos en el departamento en estudio.
En cuanto a la interrogante que surge en el desarrollo del modelo de análisis de la presente investigación se expone la siguiente: ¿Cuál son los factores que repercuten directamente en el clima organizacional del Departamento de Policía de la Municipalidad de Alajuela, Costa Rica, durante el periodo de julio de 2019 a julio de 2020?
La presente investigación parte de evidencias obtenidas mediante un informe y consultas realizadas al personal de la Municipalidad de Alajuela. Tales evidencias son: conflictos laborales, problemas de comunicación, desmotivación, falta de empoderamiento, poca resolución de conflictos, constantes incapacidades, procesos disciplinarios, reducida capacitación, salarios no competitivos, pocas oportunidades para ascender, infraestructura y equipamiento no aptos, influencia política dentro de la organización, desmotivación, síndrome del quemado. Todas estas evidencias repercuten en el clima organizacional.
Este trabajo muestra una investigación de tipo descriptiva, así mismo el trabajo se clasifica como un estudio mixto; donde se combina el método cuantitativo y cualitativo, a partir de la triangulación. En cuanto a la principal fuente de información primaria, se aplican las entrevistas realizadas a las jefaturas de Recursos Humanos y del Departamento de Policías de la Municipalidad de Alajuela, adicionalmente a los colaboradores se les aplica una breve entrevista a cuatro Oficiales de Policía para conocer su perspectiva y valoración del clima organizacional en el departamento en análisis.
Para llevar a cabo esta investigación se presentan los instrumentos de investigación (cuestionario y entrevista), por medio de los cuales se obtiene información de primera mano. Un aspecto importante que se desprende es que en el Departamento de Policía de la Municipalidad de Alajuela presenta un clima organizacional regular, cuestión que encuentra su causa en una satisfacción laboral deficiente, una comunicación poco eficaz y eficiente y una mínima resolución de conflictos. En la investigación se consultan fuentes secundarias para contar con una base teórica que respalde el análisis con información fidedigna y actualizada, dentro de las secundarias se pueden encontrar: fuentes generales, libros, normativas, regulaciones.
La presente investigación tiene como alcance determinar el estado en el que se encuentra el clima organizacional del departamento de policía de la Municipalidad de Alajuela y con esto que la municipalidad lo tome como base para iniciar con un plan de acción que dé solución a los posibles problemas encontrados durante el desarrollo de nuestra investigación.
Con los resultados obtenidos de la aplicación del cuestionario de 46 colaboradores (43 oficiales y 3 de jefatura) y las entrevistas realizadas, se procede a realizar el Análisis e Interpretación de la información donde se va a permitir tener una radiografía real de cómo es Clima Organizacional.
Para finalizar el equipo investigador realiza sus conclusiones y recomendaciones que buscan mejorar el clima organizacional en el Departamento en análisis del Municipio. En este sentido, dentro de las recomendaciones se plantean estrategias para el mejoramiento del clima organizacional, pero, si es del interés de las áreas esta investigación se pueden tomar como un inicio para tomar las medidas necesarias, correctivas y de mejora continua y con ello un mejor alcance de metas y objetivos en común con los logros personales y profesionales de los colaboradores.
This research work has as its general objective "To analyze the organizational factors that have a direct impact on the organizational climate of the staff members of the Municipal Police Department of the Municipality of Alajuela, Costa Rica during July 2019 and July 2020, for the improvement of employee satisfaction". In addition to the general objective as specific, the professional objective of the researchers is to generate information of interest to the Municipality of Alajuela, specifically in the departments of Human Resources and Municipal Police, in terms of organizational climate, to show a daily reality that for a myriad of reasons is not addressed improve the processes in the department under study. As for the question that arises in the development of the model of analysis of this research, the following is exposed: What are the factors that have a direct impact on the organizational climate of the Police Department of the Municipality of Alajuela, Costa Rica, during the period from July 2019 to July 2020? This research is based on evidence obtained through a report and consultations with the staff of the Municipality of Alajuela. Such evidences are: labor conflicts, communication problems, demotivation, lack of empowerment, little conflict resolution, constant incapacities, disciplinary processes, reduced training, uncompetitive salaries, few opportunities for promotion, unsuitable infrastructure and equipment, political influence within the organization, demotivation, burnout syndrome. All these evidences have an impact on the organizational climate. This work shows a descriptive type of research, likewise the work is classified as a mixed study; where the quantitative and qualitative method is combined, based on triangulation. As for the main source of primary information, interviews were conducted with the heads of Human Resources and the Police Department of the Municipality of Alajuela; additionally, a brief interview was conducted with four police officers to learn their perspective and assessment of the organizational climate in the department under analysis. In order to carry out this research, the research instruments (questionnaire and interview) are presented, by means of which first hand information is obtained. An important aspect that emerges is that the Police Department of the Municipality of Alajuela has a regular organizational climate, which is caused by poor job satisfaction, ineffective and inefficient communication and minimal conflict resolution. Secondary sources are consulted in the research in order to have a theoretical basis to support the analysis with reliable and updated information, among the secondary sources we can find: general sources, books, norms, regulations. The scope of this research is to determine the state of the organizational climate of the police department of the Municipality of Alajuela, so that the municipality can take it as a basis to initiate an action plan to solve the possible problems found during the development of our research. With the results obtained from the application of the questionnaire to 46 collaborators (43 officers and 3 managers) and the interviews conducted, we proceed to the analysis and interpretation of the information which will allow us to have a real x-ray of how the organizational climate is. Finally, the research team makes its conclusions and recommendations that seek to improve the organizational climate in the Department in analysis of the Municipality. In this sense, within the recommendations, strategies for the improvement of the organizational climate are proposed, but, if it is of interest to the areas, this research can be taken as a start to take the necessary corrective and continuous improvement measures and with it a better achievement of goals and objectives in common with the personal and professional achievements of the collaborators.
