Resumen
La carrera de Educación Comercial con Énfasis en Investigación, vigente de 1999 al 2006, impartida por la Escuela de Secretariado Profesional de la Universidad Nacional, tiene en su currículo el curso Necesidades Educativas Especiales, el cual está orientado a concienciar a los educandos en la necesidad de velar porque la igualdad de oportunidades llegue a las personas con necesidades educativas especiales, específicamente a aquellas que tienen algún tipo de discapacidad. Asimismo, busca propiciar en el futuro docente una actitud positiva respecto a la presencia de estos alumnos en el aula. A nivel nacional se crea, en el año 1996, la Ley 7600 Ley de Igualdad de Oportunidades para las Personas con Discapacidad y en el año 1998, el Reglamento respectivo. Esta ley señala los derechos y deberes de la población con necesidades especiales en todos sus ámbitos; no obstante, se nota que el acceso a la educación en el aula regular, todavía hoy, es muy limitado para las personas con discapacidad. Por lo anterior, es que se propone realizar esta investigación sustentada en los principios básicos plasmados en instrumentos nacionales e internacionales que promueven la equiparación de oportunidades para las personas con discapacidad. El propósito primordial es indagar qué factores han influido para que personas con discapacidad, visual o auditiva, vean favorecidas o limitadas sus posibilidades en cuanto a acceso a la educación técnica y por ende su acceso al mercado laboral.
The Business Education with an Emphasis on Research course, which was in effect from 1999 to 2006 and is taught by the Professional Secretarial School of the National University, includes in its curriculum the Special Education Needs course, which is aimed at raising awareness among students of the need to ensure that equal opportunities are available to people with special educational needs, specifically those who have some type of disability. It also seeks to foster a positive attitude in future teachers regarding the presence of these students in the classroom. At the national level, Law 7600 on Equal Opportunities for People with Disabilities was created in 1996, and the respective Regulations in 1998. This law establishes the rights and duties of the population with special needs in all areas; however, it is noted that access to education in the regular classroom is still very limited for people with disabilities today. For the above reasons, this research is proposed to be carried out based on the basic principles set out in national and international instruments that promote equal opportunities for people with disabilities. The primary purpose is to investigate what factors have influenced people with visual or hearing disabilities to see their possibilities favored or limited in terms of access to technical education and therefore their access to the labor market.
