Propuesta de estrategia de cooperación internacional para el Ministerio de Educación Pública (MEP)

Resumen
En los últimos años el marco de la Cooperación Internacional para el Desarrollo (CID) ha sido expuesto a constantes cambios en el plano internacional, esto ha obligado al Ministerio de Educación Pública (MEP) a optimizar y hacer un mejor uso de los recursos adquiridos por distintos cooperantes internacionales.
La Dirección de Asuntos Internacionales y Cooperación (DAIC), como oficina perteneciente al MEP, es la instancia responsable de identificar, canalizar y gestionar las necesidades de cooperación de acuerdo a las prioridades del sector educación establecidas en el Plan Nacional de Desarrollo (PND) y las necesidades institucionales dictadas en las líneas estratégicas del ministerio por las autoridades superiores del MEP.
La teoría de interdependencia compleja nos muestra el vínculo necesario que tienen los actores internacionales en el sistema como consecuencia de la dependencia entre los Estados. En el caso de Costa Rica, debe estar en constante contacto con los diferentes donantes externos que proporcionan recursos para distintos ámbitos de trabajo (central, regional y local) del MEP para la mejora de la calidad de educación pública.
Además, en la investigación se aplican instrumentos de recolección de datos tales como: entrevistas mixtas, análisis de Fortalezas, Oportunidades, Debilidades y Amenazas (FODA), obtención de datos teóricos y fuentes bibliográficas importantes con el propósito de segar información fundamental para determinar los aspectos positivos o negativos a lo interno o externo del ministerio.
Con respecto a las variables, tenemos los centros educativos de calidad (si es o no necesario apoyar la línea estratégica), proyectos (si son o no bien aceptados), recursos (si son o no canalizados provechosamente), el análisis FODA (si hay o no fortalezas, oportunidades, debilidades y amenazas dentro de la DAIC) y la guía para proyectos (si es o no importante). De modo, los resultados obtenidos nos muestran un panorama más claro del funcionamiento de la DAIC y a proponer una serie de recomendaciones, con el objeto de diseñar una estrategia de canalización de recursos destinados a proyectos del Ministerio de Educación Pública, que sea oficialmente válida para todas las unidades de dicha institución que se encuentren estrictamente ligadas al tema de Cooperación Internacional para el Desarrollo.
In recent years, the framework of International Cooperation for Development (CID) has been exposed to constant changes at the international level, which has forced the Ministry of Public Education (MEP) to optimize and make better use of the resources acquired by different international donors. The Directorate of International Affairs and Cooperation (DAIC), as an office belonging to the MEP, is responsible for identifying, channeling and managing cooperation needs according to the priorities of the education sector established in the National Development Plan (PND) and the institutional needs dictated in the strategic lines of the ministry by the higher authorities of the MEP. The theory of complex interdependence shows us the necessary link that international actors have in the system as a consequence of the dependence between States. In the case of Costa Rica, it must be in constant contact with the different external donors that provide resources for different areas of work (central, regional and local) of the MEP to improve the quality of public education. In addition, the research applies data collection instruments such as: mixed interviews, analysis of Strengths, Weaknesses, Opportunities, Weaknesses and Threats (SWOT), obtaining theoretical data and important bibliographic sources with the purpose of gathering fundamental information to determine the positive or negative aspects internally or externally of the ministry. Regarding the variables, we have the quality educational centers (whether or not it is necessary to support the strategic line), projects (whether or not they are well accepted), resources (whether or not they are channeled profitably), the SWOT analysis (whether or not there are strengths, opportunities, weaknesses and threats within the DAIC) and the guide for projects (whether or not it is important). Thus, the results obtained show us a clearer picture of the functioning of the DAIC and propose a series of recommendations, with the aim of designing a strategy for channeling resources for projects of the Ministry of Public Education, which is officially valid for all units of that institution that are strictly linked to the issue of International Cooperation for Development.
