Problemática de la sub ejecución presupuestaria del INA y la vinculación plan-presupuesto

Abstract

La finalidad del presente trabajo es visualizar la problemática de sub ejecución presupuestaria del INA, y la vinculación Plan-Presupuesto, determinar sus posibles causas y plantear soluciones reales; considerando para ello el marco legal y normativo que rige el proceso de planificación y presupuesto del sector público, y por ende del INA, los parámetros de medición de las partidas presupuestarias que sustentan el quehacer institucional y la vinculación con los objetivos indicadores y metas plasmadas en el Plan Operativo Institucional.

The purpose of this work is to visualize the problems of budget execution INA, and the Plan-Budget link, determine its possible causes and propose real solutions; considering for this the legal and regulatory framework that governs the planning and budgeting process of the public sector, and therefore the INA, the measurement parameters of the budget items that underpin the institutional work and the link with the indicator objectives and goals embodied in the Institutional Operational Plan.
