Resumen
Este artículo analiza la aplicación de los acuerdos ambientales voluntarios (AAV) en la protección de cuencas hidrográficas en Costa Rica. Además de la participación de empresas energéticas privadas, el Estado costarricense y los agricultores, la participación de las ONG es una característica destacada. Del análisis de estos acuerdos multisectoriales, se concluye que estos benefician a todos los actores involucrados. Los AAV se han consolidado como potentes instrumentos de política, generando efectos ambientales positivos. Es fundamental su integración en un conjunto más amplio de políticas ambientales, especialmente en relación con la gestión forestal.
This article analyses the application of voluntary environmental agreements (VEAs) in watershed protection in Costa Rica. Next to an involvement of private energy firms, the Costa Rican state, and farmers, the participation of NGOs is a remarkable feature. From an analysis of these multi-stakeholder arrangements, it is concluded that these arrangements bring benefits to all actors involved. VEAs have been able to grow as powerful policy instruments, generating positive environmental effects. Essential is their embedded ness in a broader set of environmental policies, especially related to forest management.
