Análisis de la gestión del Laboratorio de Bioinformática Aplicada de la Universidad Nacional de Costa Rica dentro de la “Estrategia Nacional de Bioeconomía Costa Rica 2020-2030” impulsada por el MICITT

Resumen
El presente estudio se basa en el análisis de la Estrategia Nacional de Bioeconomía Costa Rica 2020-2030 dentro del contexto actual del Laboratorio de Bioinformática Aplicada de la Universidad Nacional (LABAP) con el fin de identificar la posible implementación de este documento impulsado por el Ministerio de Ciencia, Innovación, Tecnología y Telecomunicaciones (MICITT) en un centro de estudio como el LABAP. Se parte del supuesto de que las instituciones gubernamentales cuando crean documentos no toman en cuenta a laboratorios o centros emergentes que necesitan del apoyo para lograr posicionarse en el mercado comercial del país, sin embargo, con el estudio de estas herramientas como lo es la Estrategia Nacional de Bioeconomía, se pueden tomar puntos clave que permitan el crecimiento interno y la planificación de estas organizaciones. Continuando con la misma línea, se dan sugerencias o posibles soluciones para los problemas y las oportunidades de mejora actuales del LABAP, basadas en el criterio del equipo investigador y alineadas a lo que se menciona en el documento impulsado por el MICITT. En cuanto a la metodología, la investigación es de tipo descriptiva, ya que se abordará desde la recolección de datos para luego brindar resultados a la dirección del Instituto para la toma de decisiones, en cuanto a políticas internas de investigación. Seguidamente se realizó un análisis exhaustivo de la Estrategia Nacional de Bioeconomía Costa Rica 2020-2030 y la recopilación de información por diferentes medios del LABAP, y a su vez, se revisaron algunos documentos de planificación estratégica basados en el Balanced Scorecard, entre otras fuentes secundarias que ayudaron a la construcción de este trabajo final de graduación. Entre los resultados arrojados más importantes están, el haber identificado las oportunidades de mejora que posee el LABAP en el periodo de tiempo estudiado, las líneas de acción y objetivos estratégicos que se encuentran en el documento impulsado por el MICITT y que podrían aplicarse al LABAP para potenciar su labor. Otro hallazgo que se obtuvo fue evidenciar que, aunque la estrategia nacional de bioeconomía no se enfoca específicamente o de forma explícita en laboratorios pequeños en su elaboración, existen varios puntos como, por ejemplo, el eje estratégico número 4: Bioeconomía Avanzada, que se pueden tomar en cuenta desde el LABAP para la mejora de este. Con lo anterior, se destaca la necesidad de fortalecer la planificación estratégica del Laboratorio con énfasis en construir un plan que le permita mantener los objetivos con sus respectivas actividades para que estos se cumplan y seguir con su labor.
This study is based on the analysis of the Costa Rica National Bioeconomy Strategy 2020-2030 within the current context of the Applied Bioinformatics Laboratory at the National University (LABAP), with the aim of identifying the potential implementation of this document, promoted by the Ministry of Science, Innovation, Technology, and Telecommunications (MICITT), in a research center like LABAP.It is assumed that government institutions, when creating documents, do not consider emerging laboratories or centers that require support to establish themselves in the country’s commercial market. However, through the study of tools such as the National Bioeconomy Strategy, key points can be identified to foster internal growth and planning within these organizations. Following this line of thought, suggestions or possible solutions are provided for the current issues and opportunities for improvement at LABAP, based on the criteria of the research team and aligned with the points mentioned in the document promoted by MICITT. Regarding the methodology, the research is descriptive in nature, as it will begin with data collection to later provide results to the institute’s management for decision-making regarding internal research policies. An exhaustive analysis of the Costa Rica National Bioeconomy Strategy 2020-2030 was then conducted, alongside the gathering of information from various sources at LABAP. Additionally, strategic planning documents based on the Balanced Scorecard, among other secondary sources, were reviewed to assist in the development of this final thesis. Among the most significant results, the identification of improvement opportunities at LABAP during the studied period stands out, as well as the lines of action and strategic objectives outlined in the document promoted by MICITT, which could be applied to enhance LABAP's work.Another key finding was that, although the national bioeconomy strategy does not specifically or explicitly focus on small laboratories in its design, there are several aspects, such as Strategic Axis 4: Advanced Bioeconomy, that could be considered by LABAP for its improvement. From this, the need to strengthen the strategic planning of the laboratory is emphasized, with a focus on creating a plan that enables it to maintain its objectives with the corresponding activities to ensure their fulfillment and continue with its work.
