Resumen
Durante las últimas décadas la contribución de la cooperación internacional en Costa Rica ha sido relevante para apoyar el desarrollo económico y social mediante la ejecución de programas y proyectos en distintas áreas y sectores del quehacer institucional, entre ellos el sector agrícola y desarrollo rural.
Si bien, una proporción importante de esta cooperación se ha destinado a favorecer las regiones y grupos sociales localizados en los territorios rurales, los efectos de dicha cooperación y los resultados generados han carecido de parámetros y de instrumentos de medición para valorar su contribución y consecuentemente encauzar los recursos para atender las demandas que afectan a las poblaciones más vulnerables localizadas en las zonas rurales del país.
El presente estudio se basa en un análisis sobre la contribución de la cooperación internacional en un sector considerado prioritario como es el desarrollo rural de Costa Rica, tomando como estudios de caso tres cantones Upala, Los Chiles y Guatuso, ubicados en una de las regiones del país con mayor rezago como es la Región Huetar Norte.
Para ello, el estudio se sustenta en dos dimensiones teóricas como es el enfoque territorial del desarrollo rural (ETDR) y los principios básicos en los que se fundamenta a cooperación internacional para promover un desarrollo real de las condiciones de vida de los países receptores y sus poblaciones...
